DOT-NSCB Workshop on Tourism Statistics

Rationale

Tourism has been recognized as an important contributor to the country’s economic growth through the creation of jobs, livelihood and investment opportunities. In the Medium Term Philippine Development Plan (MTPDP) 2001 - 2004 and the Asia Pacific Economic Cooperation (APEC) Tourism Charter 2000, the need to fully recognize the contribution of tourism at the national and local levels has been strongly stressed. Greater emphasis has also been given for the conduct of research and development of tourism satellite account (TSA) to measure the real contribution of tourism.

Chapter 5 of the 2001 - 2004 MTPDP specifically states that the Philippine TSA, designed to measure the contribution of tourism to the economy will be completed, operationalized and institutionalized within the period 2003 - 2004. The MTPDP further recognizes the need to tap the private sector and LGUs in providing the pertinent data and reports; sharing experiences, perceptions and insights in the preparation of tourism development plans; and in improving the country’s competitiveness as a tourist destination and as an investment and convention site.

In this regard, the 14th National Statistics Month has adopted the theme “Sustaining Tourism’s Competitive Edge through Statistics” to highlight the significant role of statistics in the overall development and promotion of Philippine tourism. Along this theme, a workshop on tourism statistics is, therefore, being organized to provide the venue for informing, educating and mobilizing actions to sustain the development of tourism through the generation and compilation of regular and updated data/ information on the industry. The workshop will be an opportunity to advocate among participating agencies their responsibilities to generate statistics to support the compilation of the Philippine TSA.

The outputs of the workshop will also serve as valuable inputs to the work of the Inter-Agency Committee on Tourism Statistics (IA-CTS) created by the National Statistical Coordination Board (NSCB). The IA-CTS is composed of concerned government agencies and private sector tasked to institutionalize the generation of tourism statistics at the national and local levels.

Objectives

  1. To develop awareness and appreciation of the various statistical requirements of the tourism industry.
  2. To share experiences on the collection and generation of tourism statistics at the national and local levels;
  3. To establish a common understanding and methodology as well as identify gaps, issues and concerns in the collection, generation and compilation of tourism statistics and address them accordingly;
  4. To mobilize support and cooperation from the local government units and private sector; and
  5. To develop an action plan for the timely, updated and regular compilation of tourism statistics.

Target Participants

  1. Members of the Inter-Agency Committee on the Development of a Satellite Account on Tourism (IACDSAT)
  2. DOT and NSCB Regional Offices
  3. Provincial and Municipal/ City Tourism Officers or Planning Offices
  4. Private Sector
  5. Other Concerned Government Agencies (Bureau of Immigration, DPWH, DOTC, etc.)

Expected Output

At the end of the workshop, the participants should be able to:

  1. Apply tourism statistics in their planning, development and promotion activities to sustain the competitive edge of tourism destinations;
  2. Enhance understanding of and appreciation for tourism statistics;
  3. Identify and address gaps, issues and concerns in the generation and compilation of tourism statistics;
  4. Structure common terminologies, framework and methodology for compiling tourism statistics;
  5. Formulate an action plan to harmonize and establish the system for collecting and generating tourism statistics at the provincial, regional and national levels; and,
  6. Draw out commitment to pursue the action plan.
