Basic concepts and definitions ![]()
Center of economic interest - it is said to have a center of economic interest when there exist some location-dwelling, place of production or other premises-within the economic territory on, or from, which it engages, and intends to continue to engage, in economic activities and transactions on a significant scale either indefinitely or over a finite but long period of time (NSCB Resolution No. 11, Series of 2003 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Prices, Population, Housing, and Tourism).
Chartered Flight – a flight booked exclusively for the use of a group of people for the movement of persons, baggages or properties on a time, mileage or trip basis (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Domestic Chartered Flight – a flight flown and operated by an air carrier or air taxi operator within the economy of reference where the entire capacity of one or more aircraft has been engaged for the movement of persons and their luggages or for the movement of properties, on a time, mileage or trip basis (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Domestic tourism comprises the activities of a resident visitor within the country of reference either as part of a domestic tourism trip or part of an outbound tourism trip (main destination is the country of reference.
Domestic travel refers to travel within a country by residents.Domestic trip refers to travel between leaving the place of residence and returning, main destination is in the country of residence of traveler.
Flight – the scheduled trip of an aircraft identified by a specific number from a departure point through any designated stop to a destination point (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Flight Frequency - the number of flights operated by an airline within a specific time period, such as a day or week (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Group Tour – a number of people traveling together following an itinerary organized by a private entity such as tour operator or travel agency or by a government institution paid (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Guided Tour – a tour conducted for tourism purposes by a tour guide (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Inbound tourism comprises the activities of a non-resident visitor within the country of reference on an inbound tourism trip.
Inbound travel refers to travel to a country by non-residents.Inbound trip corresponds to the travel between arriving in a country and leaving.
Incentive Travel – travel given by a company to its qualified employees, production workers, sales personnel, dealers, distributors and support staff, either as a "perk" to stimulate productivity, or as a "reward" due to the achievement of work-related goals (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Internal tourism comprises domestic tourism and inbound tourism, that is, the activities of resident and non-resident visitors within the country of reference as part of domestic or international tourism trips.
International Chartered Flight – a flight flown and operated by an air carrier/airline on the basis of a contract between a carrier/airline and a group of individuals or agencies to carry exclusive traffic from an economy of reference to other points beyond and vice versa (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
International tourism comprises inbound tourism and outbound tourism, that is, the activities of resident visitors outside the country of reference.
National tourism comprises domestic tourism and outbound tourism, that is, the activities of resident visitors within and outside the country of reference, either as part of domestic or outbound tourism trips.
Outbound tourism comprises the activities of a resident visitor outside the country of reference, either as part of an outbound tourism trip or as part of a domestic tourism.
Outbound travel refers to travel outside a country by residents.
Outbound trip corresponds to travel between leaving the place of residence and returning, main destination is outside the country of residence of traveller.
Package Tour – refers to a set of products and services offered to the visitors that is composed of varieties of tourism characteristic products (such as transport, accommodation, food services, recreation, etc.). The component of a package tour might be pre-established, or can result from an "a la carte" procedure where the visitor decides the combination of products/services he/she wishes to acquire. This can be synonymously used with "package travel and/or package holiday" (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Passenger Air Service – an air service performed primarily for the transport of passengers (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Resident - An institutional unit is resident in a country when it has a center of economic interest in the economic territory of that country (NSCB Resolution No. 11, Series of 2003 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Prices, Population, Housing, and Tourism).
Same-Day Visitor - Visitor who does not spend the night in a collective or private accommodation in the place visited (NSCB Resolution No. 11, Series of 2003 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Prices, Population, Housing, and Tourism).
Tour – refers to any arranged journey intended for purposes of tourism to one or more places and back to the point of origin. The arranged journey may not necessarily be pre-paid (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Tour Guide – pertains to an individual who guides visitors for a fee, commission, or any form of lawful remuneration or a personnel from a government or private entity who performs the above function without fee or remuneration (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Tour Operator – refers to entities engaged in the business of extending/selling travel services (e.g., arrangements and bookings for transportation and/or accommodation; handling and/or conduct of inbound tours) to individuals or groups for a fee, commission, or any form of compensation (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Tourism - Comprises the activities of persons traveling to and staying in places outside their usual environment for not more than one consecutive year for leisure, business and other purposes not related to the exercise of an activity remunerated from within the place visited country (NSCB Resolution No. 11, Series of 2003 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Prices, Population, Housing, and Tourism).
Tourism characteristic goods and services refer to products that are typical for tourism, which in the absence of visitors, in most countries would probably cease to exist in meaningful quantity or for which the level of consumption would be significantly reduced and for which it seems possible to obtain statistical information.
Tourism connected goods and services include products in whose uses we are interested because they are clearly covered by the concept of expenditure in a given field, without being typical, either by nature or because they are classified in broader categories of products.
Tourism expenditure corresponds to the amount paid for the acquisition of consumption goods and services as well as valuables, for own use or to give away, for and during tourism trips. It includes expenditures by visitors themselves as well as expenses that are paid for or reimbursed by others.
Tourism industry represents the grouping of establishments whose main activity is the same tourism characteristic activity.
Tourist - Visitor who stays one or more nights in the place visited (NSCB Resolution No. 11, Series of 2003 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Prices, Population, Housing, and Tourism).
Trade Fair/Exhibition – an event wherein products and/or services are presented/displayed to an invited audience for purposes of public relations, sales and /or marketing (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for the Tourism Sector).
Travel refers to the activity of travelers.
Travel agency – refers to entities qualified to sell tours, cruises, transportation, hotel accommodations, meals, transfers, sightseeing and all other elements of travel to visitors in a certain geographic area at a certain moment in time and within certain conditions. The agency acts as a broker, bringing the buyer and seller together. They do not substitute the service-providing unit, but play the role of providing information and access to the visitor and are the middlemen in the purchase of certain services (NSCB Resolution No. 12, Series of 2004 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Agriculture, Fishery and Forestry, Foreign Direct Investments, and Tourism).
Traveller is someone who moves between different geographic locations, for any purpose and any duration.
Trip is travel by a person from the time of departure from his usual residence until he/she returns (round trip).
Usual environment is defined as the geographical area within which an individual conducts his/her regular routines. The purpose is to exclude from visitors those travellers commuting regularly between their place of usual residence and place of work or study, or frequently visiting places within their current life routine.
Visitor - Any person traveling to a place other than that of his/her usual environment for less than 12 months and whose main purpose of trip is other than the exercise of an activity remunerated from within the place visited country (NSCB Resolution No. 11, Series of 2003 – Approving and Adopting the Official Concepts and Definitions for Selected Purposes of the Selected Sectors: Prices, Population, Housing, and Tourism).
