Pump-priming raises Government Consumption Expenditure (GCE)
As the government improved its revenue collection and shifted its financial strategy from fiscal discipline to maximizing spending in 2006 to help pump-prime the economy, Government Consumption Expenditure (GCE) expanded to 9.4 percent from a growth of 2.2 percent in the previous year.
