Low School Enrolment Ratios: Will K-12 Help or Will it Push
the Ratios Even Lower?

  1. During the last five school years,  Gross Enrolment Ratio (GER) in primary education averaged 106.66 percent percent while GER in secondary education averaged  81.53 percent (Tables 1 and 3, Figure 1)

  2. On the other hand, Net Enrolment Ratios (NER), which do not count the overaged, the overstaying and the underaged enrollees, averaged 88.93 percent for primary education and 60.23 percent for secondary education.  Thus, during the last five years, 11  out of every 100 children aged 6 to 11 years were not attending primary schools, while 40 out of every 100 children aged  12 to 15 years were not attending secondary schools. Very disheartening indeed, threatening our future. This clearly poses a big challenge to our educators, to our government, to Congress, and to our parents.  (Tables 2 and 4, Figure 2)

  3. The regions with the highest average GER for primary education are CAR, Zamboanga Peninsula, and Davao Region. Those with the lowest are ARMM, Calabarzon, and Central Luzon. During the last five school years, the GERs for primary education of Calabarzon and Central Luzon have been on a downtrend, albeit slightly. (Table 1, Figure 1)

  4. For secondary education, the regions with the highest average GER are NCR, Ilocos Region and CAR while those with the lowest are ARMM, Zamboanga Peninsula, and Soccsksargen.  For both primary and secondary education, the GER of CAR is among the top three while that of ARMM is among the bottom three. (Tables 1 and 3, Figure 1)

  5. The regions with the highest average NER for primary education are CAR (97.35 percent), Cagayan Valley (94.44 percent), and Ilocos Region (92.89 percent). Those with the lowest are ARMM (72.80 percent), Soccsksargen (83.88 percent), and Western Visayas (85.04 percent). During the last five years, 27 out of 100 children aged 6 to 11 years in ARMM were not attending primary schools!  Bad omen for the future of our Muslim kababayan. Also, the NERs for primary education of Calabarzon and Central Luzon and particulary NCR, are on a downtrend. Good news is that during the last two years, noticeble improvements were gained by Davao Region and Caraga. (Table 2)

  6. For secondary education, the regions with the highest average NER are NCR (78.18 percent), Ilocos Region (72.96 percent) and Central Luzon (68.97 percent).  Those with the lowest are ARMM (31.29 percent), Zamboanga Peninsula (50.68 percent), and Soccsksargen (50.90 percent). Imagine, during the last five years, 69 out of 100 children aged 12 to 15 years in ARMM were not attending secondary schools!But there were noticeable improvements during the last school year in the NER of Northern Mindanao. And the NERs for secondary education of Eastern Visayas, Zamboanga Peninsula, ARMM and CARAGA are on the rise! (Table 4)

  7. Girls’ attendance in both primary and secondary education is generally higher than that of boys, with the gender disparity more pronounced at the secondary level than at the primary level.  In all regions, the average net enrolment ratios in primary education as well as in secondary education for girls exceeded those for boys. And for secondary education, net enrolment ratios for girls were higher than for boys in all regions in all school years from 2002-2003 to 2010-2011.  It is only in NCR and in Region I where the boys come a little closer to the girls in high school attendance. With these ominous statistics, what will happen sa mga haligi ng ating tahanan? (Tables 6 and 8, Figure 3)

  8. Regions that have high NERs in both primary and secondary education are Ilocos Region, Cagayan, and NCR. Regions that are not doing so well in NER in primary education but are doing relatively well in secondary education are Calabarzon, Western Visayas and Mimaropa. (Tables 2 and 4)

  9. Regions that need attention are those with relatively high NER in primary education but which are not sustained at the secondary level, namely, Caraga, CAR and Davao Region.    Most worrisome are regions with already low NER in primary education and even lower NER in secondary education namely ARMM, Soccsksargen, and Eastern Visayas.

  10. Past studies show that non-attainment of secondary education of the household head correlates very highly with poverty. This is supported by Table 9 which shows a highly significant correlation in net enrolment ratio in secondary schools and poverty incidence. Regions with high poverty incidence are those with low enrolment ratios in secondary schools! The six regions with the highest net enrolment ratios in secondary education are the same six regions with the lowest poverty incidence!

  11. Therefore, while the overall net enrolment ratio for secondary education is on a slight uptrend, the abysmally low levels of NERs should be a source of very serious concern for everyone. Can K-12 solve this? With the help of high quality education statistics, we should find out in a few years time, and if things have not improved, we better do something! Pronto! So that the dreams of our national hero, the great Dr. Jose P. Rizal whose birthday it was yeaterday and who declared our youth as the hope of our fatherland, will be fulfilled.

Note: The gross enrolment ratio can be greater than 100% as a result of grade repetition and/or entry at ages younger or older than the official age at a certain level of basic education.

There are also cases wherein Net enrolment ratio can be greater than 100%. This is a result of migration of pupils to the region.

Also, the school age population used in computing the ratios for the last five years is not linked with the school age population used in the preceding years.

For example, weighted average in Region 1 is computed by dividing the sum of total enrolment (all ages) in primary education in SY 2006-2007 to SY 2010-2011 in Region 1 to the corresponding population aged 6-11 years old.
