The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics Data are disseminated on the Volume of Production Index (VoPI) (1994=100), which is derived from the Value of Production Index (VaPI) and the Producer's Price Index (PPI).

The VoPI is based on the manufacturing industry groups under the 3-digit (sectoral) level of the 1994 Philippine Standard Industrial Classification (PSIC).

The Value of Production Index (VaPI, 1994=100) is a chained Laspeyres index with fixed base weight of the value of goods produced by sample manufacturing establishments covered in the Monthly Integrated Survey of Selected Industries (MISSI), previously known as the Survey of Key Enterprises in Manufacturing (SKEM). The weights used for the index at the 3-digit (sectoral) and 4-digit (sub-sectoral) level of the 1994 PSIC are based on the 1994 Census of Establishments (CE).

For 2002, the VaPI covers manufacturing establishments representing 5 percent of the total manufacturing establishments which have an average total employment of 20 or more. Almost 50 percent of the sample is located in Metropolitan Manila.

The PPI is used to deflate the VAPI to derive the VOPI.

The data are not seasonally adjusted.

Advance dissemination of
release calendar
An advance release calendar that gives one-quarter ahead notice of the approximate release dates, and at least one week ahead notice of the precise release dates, is announced through a regular press release of the NSCB. 

Information on the release dates is also disseminated by the following means: (1) the consolidated data release calendar of designated statistics posted at the NSCB website (www.nscb.gov.ph); (2) the NSO release calendar posted at the NSO website (www.census.gov.ph). 
Simultaneous release to all
interested parties
The data are released simultaneously to all interested parties by faxing copies of the report "Monthly Integrated Survey of Selected Industries (MISSI) .... mm,yy", previously titled "Survey of Key Enterprises in Manufacturing (SKEM) ..... mm,yy", and the accompanying press release, to leading newspaper offices and to government agencies.

The data are also published on the NSO website (www.census.gov.ph).

The compilation and dissemination of the data are governed by the terms and conditions of the Commonwealth Act No. 591 (August 19, 1940), Presidential Decree No.418 (March 20, 1974), Executive Order No. 121 (January 30, 1987), and Executive Order No. 352 (July 1, 1996).

Commonwealth Act No. 591:
Created the Bureau of Census and Statistics (now the National Statistics Office), and authorizes it to prepare for and undertake all censuses of population, agriculture, industry and commerce.

Section 4 states that data furnished to the Bureau will be kept strictly confidential and shall not be used as evidence in court for purposes of taxation, regulation or investigation; nor shall such data or information be divulged to any person except in the form of summaries or statistical tables in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear. This provision is quoted in the survey questionnaires.

Presidential Decree No. 418:
Reconstituted the Bureau of Census and Statistics as new agency to be known as the National Census and Statistics Office (NCSO), under the administrative supervision of the National Economic Development Authority (NEDA).

Executive Order No. 121:
Renamed the NCSO to which is now known as the National Statistics Office (NSO), the major statistical agency responsible for generating general purpose statistics and undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB).

Section 18 states that "agencies conducting statistical inquiries be responsible for ensuring the timely release of the results thereof to the general public"

Executive Order No. 352 (EO 352):

This order lists the designated activity/statistics, the implementing agencies, and the frequency of data collection, geographic disaggregation and schedule of data dissemination.

Section 2 requires the dissemination of the data from the designated statistical activities to the general public.

Section 4 states that any modification, addition or deletion from the list needs the approval of the NSCB, the highest policy making body on statistical matters in the country.

The data are preliminary when first released, and revisions are included in the next month's publication. Preliminary data and revisions are indicated by footnotes. The data become final within 3 months of first release. Final data are published in the monthly "Industry Trends".

Notice of changes in methodology are made through press releases and technical notes accompanying the data release.

Rebased series (1994=100) started in year 2001.  Earliest available data for the rebased series is for 1998.

The publication "Industry Trends" presents the results of the MISSI, a special survey conducted by the NSO, to provide flash indicators on the performance of growth-oriented industries. Majority establishments usually covered are located in Metro Manila, principally engaged in manufacturing, and are among the country's top 500 corporations.  The publication contains: (1) highlights of the results on Value of Production Index (VaPI), Producer's Price Index (PPI) and Volume of Production Index (VoPI), growth rate of value and volume of net sales which are all presented on a 2-year monthly series, and capacity utilization; and (2) Technical Notes on the Methodology.

An indication on the reasonableness of data is provided on information on response rates during the preliminary release and in succeeding revisions.

Notes:  A flexibility option is being taken for the timeliness of the data on the production index.
