The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics Data are disseminated on population estimates and projections in millions
of persons. The data covers all residents of the Philippines.

Excluded are all foreigners related to international organizations, refugee
camps etc. and residents of the Philippines being abroad for more than one
year from departure.

The data are based on data obtained from the census, the last of which was
the census undertaken in 2000 with May 1, 2000 as the reference
date.

Censuses have been conducted on a regular ten-yearly basis beginning with
the census undertaken by the National Statistical Office in 1960. (The first
census in the Philippines was conducted in 1903).

The compilation and dissemination of the data are governed by the terms and conditions of the Commonwealth Act No. 591 (August 19, 1940), Executive Order No. 121 (January 30, 1987), and Batas Pambansa Blg. 72 (June 11, 1980).

Commonwealth Act No. 591:
Created the National Statistics Office, then known as the Bureau of Census and Statistics, to consolidate statistical activities of the Government. Specifies that the NSO is authorized as the sole government agency to all censuses. (This provision appears in survey questionnaires and in the primer "Question and Answer on Population Census".)

Section 4 provides that data furnished to NSO will be kept strictly confidential and shall not be used as evidence in court for purposes of taxation, regulation or investigation; nor shall such data or information be divulged to any person except in the form of summaries or statistical tables in which no reference to an individual, corporation, association, partnership, institution or business enterprise shall appear.

Executive Order No. 121:
Placed the NSO under the administrative authority of the National Economic and Development Authority (NEDA).

Batasang Pambansa Blg. 72
An Act authorizing the NSO to conduct population censuses every ten years beginning in 1980 without prejudice to the undertaking of special censuses on agriculture, industry, commerce, housing and other sources as may be approved by the NEDA.

Preliminary releases and revisions are indicated in the publications.

Changes in methodology or procedures are cleared with the National Statistical Coordination Board (NSCB), which oversees all statistical activities in the Philippine statistical system. There are no pending major changes in methodology, but any future major changes in methodology will be announced through a press release accompanying the release of the new data.

"Population Census Highlights" publishes detailed data down to the municipal level with data on population distribution by age, sex, and other characteristics. Copies are available on request from the contact person.

Detailed data on population characteristics at the barangay level can be generated by users using public use files (PUFs), which can be accessed by making a request to the NSO Administrator at the Manila Head Office (Fax. 632 7160807, or 632 7160734) or by writing to the provincial offices of the NSO.

The decennial census results are released through data dissemination seminars at the national and sub-national levels. The data released at these seminars are available to the public though primers. Copies may also be obtained at the Databank and Information Services Division of NSO (Phone: 632 7137081. Fax: 632 7141715.)
