The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics	Data are disseminated in millions of pesos on central government operations. The data cover budgetary and nonbudgetary (extrabudgetary) central government, referred to as "national government". (There are no social security funds operating at the central government level.) The data are presented on a consolidated basis, with transactions between the budgetary and non budgetary elements eliminated. Data are disseminated on the following: revenue; expenditure; the balance (deficit/surplus); and financing broken down into foreign financing, further broken down by creditor, and domestic financing, further broken down by type of debt instrument. The data are recorded on a cash basis and are based on the actual accounting records of the credit and debit advice documents issued by the central bank and other government depository banks. The fiscal year is the same as the calendar year.

Timeliness	3 weeks after the end of the reference month.
Access by the Public
Advance dissemination of release calendar	An advance release calendar that gives one-quarter ahead notice of the precise release dates is posted on the NSCB Internet website (www.nscb.gov.ph). A regular notice to this effect is published in the BTr 's "Annual Report".
Simultaneous release to all interested parties	The data are released simultaneously to all interested parties by releasing the monthly "Cash Operations Report", copies of which are faxed to the media.
Integrity
Dissemination of terms and conditions under which official statistics are produced, including ... confidentiality of individual responses	The data are compiled in accordance with the rules of the Commission on Audit (COA) contained in the Government Accounting and Auditing Manual (GAAM) published in January 2, 1992. The Bureau of the Treasury disseminates the central government operations data as a service to the public.
Identification of internal government access to data before release	The data are released to the Secretary of Finance, and then to the Directors of the Department of Budget and Management, the Bangko Sentral ng Pilipinas, and the National Economic Development Authority, and the Commissioners of the Bureau of Internal Revenue and the Bureau of Customs, one day prior to their release to the public.
Identification of ministerial commentary on the occasion of statistical releases	The data are released without ministerial commentary.
Provision of information about revision and advance notice of major changes in methodology	The data are preliminary when first released and are subject to revision until the release of the final monthly "Cash Operations Report" for the year, 5 weeks after the end of the reference month. Any revisions or changes for the previous month are reflected in the current report. The public is informed of major changes in methodology at the time the changes are introduced.

Dissemination of documentation on methodology and sources used in preparing statistics	The data sources are specified in the monthly "Cash Operations Report". Information on the methodology and sources is available on request from the contact person.
Dissemination of ... that support statistical cross- checks and provide assurance of reasonableness	The monthly "Cash Operations Report": Ccovers the monthly data (with aggregates) for the current year and contains revenue by collecting agency, expenditure by object classification, the balance ( surplus/deficit) and financing broken down into foreign and domestic financing, further broken down by type of debt instrument. "Bureau of the Treasury Statistical Handbook": Publishes historical series on central government operations data and is updated regularly on an annual basis. Detailed data for the historical series on the central government operations covers the period 1986 to 2005 and contains: revenues by collecting agency, expenditures by object classification, the balance (surplus/deficit) and financing broken down into foreign and domestic financing, further broken down by type of debt instrument.
