Ifugao graduates from the country's 10 poorest provinces in 2003
According to the latest official NSCB poverty estimates, the province of Ifugao graduated from the list of the ten poorest provinces of the country in 2003. In 2000, Ifugao ranked 4th from the poorest while in 2003, Ifugao ranked 54th nationwide. From 1997 to 2000, the province posted a modest decrease of 2 percentage points from its poverty incidence or from 57.7 to 55.7 percent. In 2003, Ifugao registered a remarkable double-digit decrease to post a 28.1 percent poverty incidence. Table 1 below lists the ten poorest provinces in 2000:

On the other hand, Mt Province re-entered the list of the ten poorest provinces in 2003 with a poverty incidence of 46.7 percent. In 1997, the province ranked 5th and improved its ranking to 15th in 2000. In 2003, its ranking went up to 8th. It should be noted however , that the poverty incidence of Mt. Province has been on a downhill since 1997. Table 2 details the 10 poorest provinces in 2003:
