...Benguet was among the least poor provinces nationwide in 2006 ?
On one hand, poverty incidence among families in Benguet province decreased from 11.0% to 8.2% between 2003 and 2006. Benguet’s nationwide ranking improved from the 9th to the 5th least poor province during the period. On the other hand, poverty incidence in Apayao more than tripled to reach 57.5% in 2006. Apayao joined the 10 poorest provinces of the country at rank 4 during said year.
