POWERS and FUNCTIONS
At the subnational level, the
Regional Statistical Coordination Committee
(RSCC) is the highest
policy-making body on statistical matters while the
National Statistical Coordination Board (NSCB)
provides the necessary technical and secretariat support to the committee.
The RSCC was created by Memorandum Circular 01-92 in accordance with NSCB
Resolution No. 1, series of 1992. The RSCCs are placed under the
administrative supervision of the Regional Development Councils (RDCs).
The RSCC is created with
the following objectives:

to provide direction and guidance to
statistical development activities in the region and
-
to analyze, evaluate and recommend
improvements on statistics needed in the preparation of regional and
local development plans and program implementation and monitoring reports.
The RSCC is responsible
for the following:
-
oversee the implementation of policy
decisions made by the NSCB and the adoption of prescribed statistical
standard methodologies and classification systems in the region;

institute measures to strengthen the
statistical capability in the regions by resolving problems and issues
peculiar to the area within the context of national statistical policies
and by setting priority on the statistical activities thereby ensuring the
timely production of useful and reliable data for regional/local
development planning and decision-making;

elevate statistical matters not specific
to the region and its provinces to the NSCB Executive Board through the
RDC;
-
create inter-agency statistical task
forces that could attend to technical issues and problems and to supervise
the activities of these task forces;
-
meet at least once a quarter at such
date, time and place; and
-
submit periodic reports to the NSCB and
to the RDC of statistical development activities in the region.
Under the RSCC are the
following:
-
Technical Working Group (TWG)
- tackles various statistical issues and concerns before they are brought
up or raised to the Committee; and
-
Task Force on Human Development Index (TFHDI)
- organized to formulate a
human development index (HDI) at the municipal level.
In Western Mindanao, the
RSCC held its organizational meeting on March 20, 1992.
