When a rapid assessment of the subnational statistical services was conducted in Region IX, it was revealed that a subnational statistical system is necessary to address the various problems and issues on statistical matters apparent in the region. Data on various economic and social sectors are available in several line agencies which produce primary statistics, either from censuses and surveys or from their administrative reporting systems. Thus, there are primary statistics from the National Statistics Office (NSO), the Bureau of Agricultural Statistics (BAS) of the Department of Agriculture (DA), and the respective reporting systems of the Department of Health (DOH) under its Field Health Service Information System (FHSIS), the Education Management Information System (EMIS) of the Department of Education, Culture and Sports (DECS), Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), and other agencies of the government. The signing into law of Republic Act (RA) 7160, otherwise known as the Local Government Code of 1991, has put into the agenda the important role of the subnational statistical system. In addition, the signing of Executive Order (EO) 135, which provided for the establishment of a well-coordinated local level statistical system, gave more impetus for the subnational presence of the National Statistical Coordination Board (NSCB). It is also provided by the same EO that in each region, the Regional Statistical Coordination Committee (RSCC), which has been created by the NSCB, shall serve as the link between the NSCB and the local government units on statistical matters. The various line agencies in the region and provinces each have their respective responsibilities with regard to the field operations of national statistical activities. These regional and/or provincial offices monitor the activities of the field operations and validate the data/information gathered therefrom. These agencies, then, consolidate the data gathered by field offices before submission of such data to the central offices for processing.
