Vertical linkages/relationships exist between central offices/agencies and regional/local offices. Vertical linkages operate through the creation of Task Forces which identify causes of technical problems and issues facing the regional offices which they cannot solve on their own. The Task Forces are composed of senior officials of the central offices and regional offices coordinated by the National Statistical Coordination Board (NSCB). The NSCB regional units then, submit quarterly accomplishment reports to the central office. The presence, therefore, of the NSCB at the sub-national levels is indispensable to further respond to the need for a stronger mechanism to coordinate the decentralized government statistical service in order to promote the orderly development of a system capable of providing timely, accurate and useful data for the government and the public especially for planning and decision-making.

In detail, the following are among the units with which the NSCB has established linkages:

1. The Regional Statistical Coordination Committee (RSCC)

The RSCC, being the highest policy-making body on statistical matters in the region are provided by the NSCB with the necessary technical and secretariat support. The NSCB-RU also informs the RSCC of its programs and activities.

2. The Regional Development Council (RDC)

The RDC is the chief planning body in the region. it coordinates and monitors the implementation of development programs and projects in the region. The NSCB-RU, through the RSCC, also keeps the RDC aware of its projects and activities. The RSCC also provides the necessary statistical data support to the RDC through the NSCB-RU.

3. Other Government Agencies/Offices

Being responsible for the implementation and monitoring of statistical planning and coordination mechanisms in the region, the RU maintains coordinative relationships not only with government agencies but also with local government units and the academe engaged in statistical activities either as their primary function or as by-products of their administrative or regulatory functions.

4. The Private Sector and Non-Government Organizations (NGOs)

The RU also links with non-government organizations and the private sector which are engaged in statistical development programs/activities.
