Population Projections

In order to provide planners, policy makers and program managers with population data between censal years, there is a need to prepare population projections.

The availability of more recent population data based on the 1995 Census of Population (POPCEN) necessitates the preparation of new sets of population projections. Resolution No. 11, Series of 1994, List of Designated Statistics of the NSCB identified the National Statistics Office (NSO) as the implementing agency for the preparation of the population projections while the Technical Working Group on Population Projections was designated responsible for its methodology.

The NSO obtained funding assistance from the United Nations Population Fund to support the preparation of the 1995-based population projections at the national/regional, provincial and municipal levels. The project provided for the hiring of Technical Advisers, conduct of workshops and technical meetings to facilitate the review of the assumptions and estimates of population resulting from the projections.


The population as of September 1, 1995
which was declared official under
Proclamation No. 849 signed by
President Fidel V. Ramos on
August 16, 1996 was
68,614,162.


This number included 2,830 Filipinos living in embassies abroad but excluded Mangyans numbering 2,374. Including Mangyans, the population of the Philippines as of September 1, 1995 was 68,616,536.

In keeping with conventional practice in making population projections, this figure was reverse-survived to July 1, 1995 to derive the base population for the 1995 population projections.

  The latest national projection cycle covers 45 years beginning in 1995 and ending in 2040 in five-year intervals. However, for the regional projections, the projection cycle was reduced to 25 years owing to difficulties in ascertaining migration trends in the distant future.
