Users’ Forum on Poverty Mapping in Biliran  

             The Users’  Forum  on  Poverty Mapping for the Province of Biliran was successfully  conducted  on  August 5, 2004  at  the  Capitol  Session  Hall  of Naval, Biliran.  The activity was a joint effort of the National Statistical Coordination Board  (NSCB)  and  the Provincial Government  of Biliran through its Provincial  Planning and Development  Office  (PPDO). 

              The forum aimed to orient municipal LGUs on poverty mapping and validate the maps especially that Biliran is one of the poorest 44 provinces in the country based on the 2000 Poverty Statististics released by NSCB.

 A total of forty (40) participants attended the activity, including the complete attendance of eight (8) Sangguniang Panlalawigan Members, three (3) municipal mayors from Cabucgayan, Culaba, and Maripipi, seven (7) MPDCs and selected participants from the national government agencies and the private sector.

 Ms. Evangeline M. Paran, NSCB Regional Head delivered the 2000 Provincial Poverty Statistics, which highlighted the poverty incidence of the different provinces of the region.  On the other hand, Ms. Riza N. Moraleta, SCO II of NSCB, presented the Poverty Mapping Concepts and Methodology and the preliminary poverty maps of Biliran.

 The participants gained insights on the poverty situation of Biliran and its municipalities through the poverty maps, however, some issues were raised regarding the completeness and reliability of the municipal data used. 

 During a conversation with Governor Rogelio J. Espina, he said that he is very interested in conducting an MBN survey this year incorporating some economic and agriculture-related indicators.  He also added that a baseline survey like this would significantly reflect the actual condition of the different municipalities in the province.
