STATNEWS NSO Conducts Survey on Poverty The National Statistics Office (NSO) is currently conducting the July 2005 Annual Poverty Indicators Survey (APIS) which started on August 1 and will end on August 20. This is a sample survey designed to provide information on the different indicators related to poverty. The APIS is being undertaken during the years when the Family Income and Expenditures Survey (FIES) is not conducted. For the 2005 APIS, only Region 8 and Region 11 (Davao Region) were covered as pilot areas. For Eastern Visayas, there are about 2,629 sample households to be interviewed in which Leyte accounted the largest totaling to 1,254; 406 for Samar; 283 for Northern samar; 304 for Eastern Samar; 228 for Southern Leyte; and 154 for Biliran. The survey aims to provide inputs to the integrated poverty indicators and monitoring system, which is designed to provide timely, accurate and consistent production of poverty-related data for uses at the national level for policy-making and development planning. Specifically, it is designed to gather data on the socio-economic profile of families and collect other information that relates to their living condition. In addition, the study proposes to compare the estimates of poverty as genrated from the detailed expenditure items in FIES and the general items in APIS. The study shall determine the usefulness of APIS in providing reliable results on the prevalence of poverty, depth of poverty and severity of poverty. This survey is undertaken by NSO as mandated by Commonwealth Act 591 which authorizes the then Bureau of the Census and Statistics now NSO, “to conduct by enumeration, sampling or other methods, for statistical purposes, studies of the social and economic situation of the country” and in consonance with the provision of Executive Order No. 121 which designated the office as the “major statistical agency responsible for generating general purpose statistics.” Section 4 of CA 591 further provides that information obtained from the respondents shall be held STRICTLY CONFIDENTIAL and shall not be divulged to any person except authorized NSO porsonnel acting in the performance of their duties. The collected information pertaining to the individual cannot be used for purposes of taxation, investigation, or law enforcement.
