System for Basic Sectors in Agriculture
The Registry System for Basic Sectors in Agriculture (RSBSA), one of the key programs of the Good Governance and Anti-Corruption Sub-cluster on Digitization of the national government, covers the three Samar provinces in the region: Eastern Samar, Northern Samar and Samar, among 20 provinces nationwide in its pilot phase. The RSBSA is an electronic compilation of basic information on farmers, farm laborers and fishermen. The database includes profile and additional information on the farmer, farm laborer and fisherman, farm parcel and fisheries. The establishment of the database will provide manageable access to baseline agricultural information, which can effectively help government planners and policymakers in the formulation of significant policies for agricultural development. The pilot provinces were identified based on the following criteria: (1) proportion of 15 years old and over who work in agriculture and fishing; (2) with more than 50% of the households in the barangays engaged in agriculture; (3) poverty incidence by province; (4) provinces declared under the state of calamity from 2002-2007; and (5) should not be covered by DA in the Registry of Farmers for 2011.
The RSBSA is being spearheaded by the DBM in
collaboration with NSO, DILG, DA, DAR and the LGUs. The NSO was tapped by DBM
to provide technical assistance, covering activities from preparatory to
creation of the database, including field operations strategies and development
of data system. Registration of farmers started last January 2, 2012. The NSO
Provincial Offices are currently conducting manual processing of data, then
machine processing will follow at the NSO Regional Office on February 22, 2012.
The database is expected to be completed and submitted by NSO to DBM on July 22,
2012.
