The trend in the number of total and infant deaths had been decreasing during 1997-1999. Total deaths slid by 1.6 percent from 1997-1998 and by 2.4 percent from 1998-1999. Meanwhile, a  significant 22.5 percent drop in infant deaths was observed in 1997-1998, and further fell by 8.5 in 1998-1999. The number of maternal deaths likewise decreased by 33.3 percent in 1998, but slightly increased by 2.5 percent in 1999. Similarly, the total live births also tumbled, by 11.9 percent, in 1998, however, only to rise by 2.2 percent in 1999.

The Department of Health continued to implement programs and projects to reduce infant and maternal mortality. Some of these programs are the: (a) Maternal and Health program which includes lactation management training for midwives/nurses, breast feeding counseling, trainings on the revised “hilot” manual and provision of technical assistance to LGUs on maternal care (pre-natal, natal, post-natal) and child care (care for new borns and promotion of breast feeding); (b) Women’s Health and Safe Motherhood project; and  (c)  Expanded program on Immunization - giving out of TT2+ (tetanus toxoid 2) to pregnant women and BCG (vaccine used to prevent infants from acquiring tuberculosis) for infants.
