Public Order Safety and Justice

Crime Rate - number of crimes committed per 100,000 population.

Index Crimes - crimes which are sufficiently significant and which occur
                       
with sufficient regularity to be meaningful. Crimes which
                        include the following: murder, physical injury, robbery,
                        theft and rape.

Non-Index Crimes - all types of crimes not considered as index crimes.
