 …  the 2008 Good Governance Index places the municipality of Malay in Aklan as the most improved of the 117 municipalities in Western Visayas?

                The municipality of Malay in Aklan made it to the top among the most improved municipalities in Western Visayas, the 2008 Good Governance Index (GGI) results show as released by the National Statistical Coordination Board (NSCB). 

Malay successfully improved its GGI from an index of 308.19 in 2005 to 538.29, posting a remarkable increase of 230.11. This ranked Malay 1st among the 117 municipalities in the region and 18th among the 1,493 municipalities in the country.  Other municipalities in the top 10 with highest GGI in 2008 are:  Pulupandan in Negros Occidental with GGI of 327.73; Pavia (294.64) &  Zarraga (278.33) in Iloilo; Caluya (276.99) & San Jose (230.48) in Antique; Madalag (274.15) & Kalibo (271.19) in Aklan; and Cuartero (257.43) in Capiz.

Interestingly, 4 municipalities successfully retained their 2005 rank in the 2008 GGI, namely; Malay in Aklan; Pulupandan in Negros Occidental; and Pavia & Zarraga in Iloilo.  The rest of the municipalities either improved or dropped their 2005 ranks in the 2008 ranking, e.g., Madalag in Aklan from  rank 7th in 2005, it improved to 6th in 2008. Three municipalities dropped their ranks, e.g., Kalibo in Aklan, from 5th in 2005 to 7th in 2008; San Jose in  Antique from 8th in 2005 to 9th in 2008; and Murcia in Negros Occidental from 9th in 2005 to 10th in 2008.

Across provinces, Guimaras posted the highest GGI of 120.59 in 2008. It retained its rank 1 in 2008 with slight improvement of 6.66, from 113.93 in 2005 to 120.59 in 2008. Following are Aklan, Iloilo, Negros Occidental and Capiz with 116.73, 114.62, 112.49 and 112.11, respectively. Antique had the lowest GGI in both 2005 and 2008 among the six provinces of Western Visayas. Guimaras ranked 38th among the 78 provinces of the country while Aklan, Iloilo, Negros Occidental and Capiz ranked 44th, 47th, 51st and 52nd. Antique on the other hand, ranked 71st among the 79 provinces of the country. 

On the whole, the most improved provinces in terms of GGI are the provinces of Iloilo (14.45); Aklan (10.22) and Negros Occidental (10.16), in that order.

            Good Governance Index (GGI) aims to come up with objective, comprehensive and comparable measures of good governance based on outcome indicators in order to guide policy makers and stakeholders in the country in assessing local and national performance, thereby promoting more evidence-based  policy making and decision making towards  good   governance. Specifically, the GGI aims to (1) draw attention to the achievements of the best  performing local government units (LGUs) in order to encourage, sustain and promote  best practices in governance  in the country; (2) determine  and address the specific areas for improvement in order to promote good governance; and (3) improve the generation, analysis and utilization of government statistics by addressing the most pressing  information needs of the society in order to  contribute to  people empowerment  through  statistics.

           GGI includes the following three (3) major indices, namely, the Economic Governance Index (EGI), the Administrative Governance Index (AGI) and the Political Governance Index (PGI). The GGI and its component indices attempt to measure the following important  dimensions of good governance: (a) sustainable management of resources through generation of adequate financial resources and  responsiveness to/ alleviation of poverty (through  EGI) ;
(b) rule of law through  improvement of internal and external security, law enforcement and administration of justice  (through PGI) ; (c) efficiency of the delivery of services on health, education, and power supply (through  AGI);  and (d)  people’s  empowerment and participation  ( through PGI).
