     … Aklan mellowed the alarming increase in reported abused cases in women in the region?

The Philippine National Police (PNP) Regional Office No. 6, through its Women and Children Protection Desk (WCPD), reported a total of 3,709 cases of violence against women in Western Visayas for 2010, an increase of 61.61% from its 2009 level. This translates to an average of 10 abuse cases committed everyday. This alarming statistics on abuses in women was managed to be mellowed by the Province of Aklan by slowing down its cases by 38% in 2010. Except for Aklan, all the other provinces including the two highly urbanized cities in the region had increased cases at a rate ranging from a low of 34.24% to a high of 225.25% in 2010.

 Among provinces with high incidence of abuse cases in women, the Province and City of Iloilo had the most alarming increase with 225.25% and 141.77%, respectively in 2010. This is followed by Guimaras (57.35%), Bacolod City (54.25%), and Capiz (48.84%), in that order. Antique had the least alarming rate of increase with 34.24%.

Comparing the two highly urbanized cities, the rate of increase of abuse cases in women in Iloilo City (141.77%) more than doubled the rate of increase in Bacolod City (54.25%).

In terms of case resolution, out of the 3,709 abuse cases against women  in the region, less than one-half  (40.44%) or 1,500 cases were solved in 2010.  Iloilo had the highest percentage of cases solved with 69.41% (447 cases) and Capiz, the least cases solved with only 9.38% or 6 cases.
Meanwhile, 179 out of 799 cases (22.4%) of the abuse cases against women in Bacolod City and 257 out of 764 cases (33.64%) in Iloilo City were solved in 2010. As to type of cases, violation of RA 9262 (Anti-violence Against Women and their Children Act) accounted for 70.53 percent or 2,616  cases of the total violence against women cases in 2010. The top ten cases include physical injuries (10.25%); acts of lasciviousness (4.18%); threat (3.53%); rape (2.80%); unjust vexation (1.86%); oral defamation (1.83%); maltreatment (1.32%); attempted rape (0.84%); and alarm and  scandal (0.70%).

In  the entirety of six provinces and two highly urbanized cities, Bacolod City had the most number of violation cases of RA9262 with 27.83% (728 cases), followed by Negros Occidental with 24.20% (633 cases); Iloilo City, 18.08% (473 cases); Iloilo, 17.47% (457 cases); Aklan, 4.85% (127 cases); Antique, 3.86% (101 cases); Guimaras, 2.33% (61 cases); and Capiz with only 1.38% (36 cases).

Violence against women is defined as an act of gender-based violence that results in, or is likely to result in physical, sexual, or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life. It encompasses all forms of violation of women's rights, including threats and reprisals, exploitation, harassment, and other forms of control.
