RSCC Region V Excepts from the
Minutes of the Regular Meeting of the RESOLUTION NO. 04-2010
REQUESTING THE COMMISSION ON HIGHER
EDUCATION (CHED) WHEREAS, Article 149 Chapter 1 of Executive Order No. 209, otherwise known as the Family Code of the Philippines states that the family, being the foundation of the nation, is a basic social institution which public policy cherishes and protects. Consequently, family relations are governed by law and no custom, practice or agreement destructive of the family shall be recognized or given effect;
WHEREAS, the family, as the basic unit
of society, should be provided with timely and appropriate programs
responsive to their needs; |

WHEREAS, the government has to build communities that are friendly, supportive, and caring for the welfare of every member of this family; WHEREAS, there is a growing concern over rising incidence of teenage pregnancy, drop-outs from high school/college due to unplanned pregnancy, incidences of miscarriages/abortion and family planning users in the barangay; WHEREAS, there is no agency that generates such data; WHEREAS, the RSCC recognizes the importance of these data in policy formulation and setting up of interventions to address these concerns; NOW THEREFORE, on motion duly seconded, be it: RESOLVED, AS IT IS HEREBY RESOLVED, to request CHED to include as a priority research agenda of higher academic institutions population-related issues and concerns like, but not limited to, adolescent health and sexuality, family planning users and male involvement in family planning and maternal health; RESOLVED FINALLY, that copy of this resolution be furnished CHED for its information and dissemination to all academic institutions in the Bicol Region. APPROVED, this 21st day of September 2010 in Legazpi City.
