Excepts from the Minutes of the Regular Meeting of the
Regional Statistical Coordination Committee held on July 13, 1995 at the
National Economic and Development Authority, Arimbay, Legazpi City

 

RESOLUTION NO. 03-95

COMMENTS/SUGGESTIONS ON THE DRAFT EXECUTIVE ORDER ON DESIGNATED STATISTICS RECOMMENDED BY THE 
NATIONAL STATISTICAL COORDINATION BOARD

WHEREAS, Executive Order 121 entitled "Strengthening the Philippine Statistical System (PSS) and Other Purposes" recognizes the need to maintain a decentralized statistical system characterized by independence, objectivity, and integrity to make it more responsive to the requirements of national development;

WHEREAS, E. O. 121 created the National Statistical Coordination Board as the highest policy-making body on statistical matters and provide the system with a strong coordination feature to be achieved through closer linkages between statistical programming and budgeting;
  

WHEREAS, Section 16 of E. O. 121 provides that the NSCB shall designate statistics that should be collected, compiled, processed and disseminated by agencies, and shall promulgate and implement the rules and regulations concerning designated statistics;

WHEREAS, the Regional Statistical Coordination Committee (RSCC) was created by the NSCB as a mechanism for statistical coordination at the regional, provincial and city levels to address statistical concerns obtaining in these areas;

WHEREAS, the draft Executive Order on Designated Statistics recommended by the NSCB was presented to the RSCC for comments/suggestions in cognizance of its role in the subnational statistical system;

NOW THEREFORE, on motion duly seconded, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that the following areas of concern be incorporated in the System of Designated Statistics:

I. Bureau of Agricultural Statistics

  1. Data on coconut should be released quarterly instead of annually 

  2. Data on major and minor Crops should be released quarterly instead of semestrally and should be at the municipal level instead of provincial level

II. Department of Public Works and Highways

  1. The Average Annual Daily Traffic (AADT) by Province, existing data released by the DPWH Central Office be included

III. National Statistics Office

  1. Labor Force data, Family Income and Expenditure data and Employment data by Occupational Level or by Industry Group be generated at the municipal level 

  2. Foreign trade data should include the ports of entry and departure 

  3. All other statistics be disaggregated down to the municipal level, if possible

RESOLVED FURTHER, that copy of this resolution be forwarded to the National Statistical Coordination Board for consideration.
