RSCC Region V Excepts from the
Minutes of the Regular Meeting of the
ENJOINING GREATER COORDINATION BETWEEN
THE DEPARTMENT WHEREAS, the Local Government Code signed into law on October 10, 1991 devolved the powers and functions for the delivery of basic services to the local government units including the generation of statistics for planning and decision-making;
WHEREAS, Executive Order No. 135
provides that the generation of provincial, city, municipal, and barangay
statistics, which are by-products of administrative reporting systems
inherent in administering the devolved basic services, shall be continued by
the LGUs consistent with the manner, form and frequency being adopted by the
concerned national line agencies; |

WHEREAS, the RSCC is tasked with monitoring statistical activities and developments in its area of jurisdiction and is mandated to establish appropriate mechanisms for statistical coordination at the regional, provincial and municipal/city levels and to address statistical concerns at these levels; WHEREAS, the Department of Health has established the Field Health Service Information System (FHSIS) to monitor health conditions down to the barangay level and generate critical health indicators for local and national planning and decision-making; WHEREAS, the DOH utilizes the Local Government structure in the implementation of the FHSIS and instituted an appropriate reporting system to aggregate health data from the barangay level up to the national level; WHEREAS, Local Government Units utilize health indicators generated by health units in their respective administrative levels for planning and decision making while the Department of Health releases health indicators at different levels that are used for regional and national planning; WHEREAS, discrepancies in the health statistics released by the Local Government Units and the DOH have been observed which may result in confusion among health data users and non-alignment of local health programs with regional and national programs and targets; NOW THEREFORE, on motion duly seconded, be it: RESOLVED, AS IT IS HEREBY RESOLVED, that the RSCC enjoins the Department of Health and the Local Government Units to further improve their coordination in the generation of health statistics; RESOLVED FINALLY, that copies of this resolution be furnished the Department of Health and the Provincial Health Offices in the region for information, guidance and appropriate action.
