WHEREAS, the system, as implemented, requires the computer encoding of raw data from the different schools by Schools Division Offices, consolidation of encoded data by the DepEd Regional Offices and processing of data to generate the indicators by the DepEd Central Office;

WHEREAS, the existing system results in considerable time lag in the availability of basic education indicators at the local level and does not allow validation of generated indicators by local planners and education stakeholders;

WHEREAS, the RSCC recognizes the necessity to decentralize the processing and dissemination of the basic education indicators to better serve the needs of local planners and stakeholders;

WHEREAS, Executive Order 121 entitled "Strengthening the Philippine Statistical System (PSS) and Other Purposes" recognizes the need to maintain a decentralized statistical system characterized by independence, objectivity, and integrity to make it more responsive to the requirements of national development;

WHEREAS, the RSCC is mandated to institute appropriate mechanisms for statistical coordination and address statistical concerns within its area of jurisdiction, and elevate to the NSCB Executive Board matters that are of national concern and/or may affect the other regions;

NOW THEREFORE, on motion duly seconded, be it:

RESOLVED, AS IT IS HEREBY RESOLVED, that the RSCC requests the Department of Education, through the National Statistical Coordination Board to consider the decentralization of the Basic Education Information System (BEIS);

RESOLVED FINALLY, that copy of this resolution be furnished the Interagency Committee on Education Statistics of the National Statistical Coordination Board for its consideration and appropriate action.
