Excepts from the Minutes of the Regular Meeting of the
Regional Statistical Coordination Committee held on March 19, 2003 at the
National Economic and Development Authority, Arimbay, Legazpi City

 

RESOLUTION NO. 02-2003

INCLUSION OF NEW LARGE ESTABLISHMENTS IN THE REGION IN APPROPRIATE SURVEYS OF THE NATIONAL STATISTICS OFFICE

WHEREAS, the National Statistical Coordination Board (NSCB), the highest policy-making and coordinating body on statistical matters by virtue of Executive Order No. 121 issued on January 30, 1987, created the Regional Statistical Coordination Committee (RSCC) to serve as its counterpart and oversee the implementation of national policies and NSCB-prescribed mechanisms in the region;

WHEREAS, Executive Order No. 352, in conformity with Section 16 of Executive Order No. 121 provides that the NSCB designate statistical activities that will generate critical data for decision-making of the government and the private sector and that the generation of such data requires the conduct of nationwide census and surveys and maintenance/processing of administrative-based records on a regular basis to allow for monitoring, time series analysis and forecasting by policy-makers;
 

WHEREAS, the system of designated statistics is a dynamic process that allows for updating the quality of the statistics and needs to be continuously improved to keep attuned to the emerging demands of data users;

WHEREAS, the Census of Philippine Business and Industries and the Annual/Quarterly Surveys of Philippine Business and Industries are among the activities designated to National Statistics Office (NSO), designed to generate information that would reflect the performance of the economic sector of the country and its regions;

WHEREAS, there are business establishments or companies that are not Bicol-based but are operating in the Bicol region like the Pacific Mall and Metro Legazpi and their economic activities are reported to and reflected in their head offices and/or in the region where they are based;

WHEREAS, there is a need to include such business establishments or companies in appropriate surveys of the NSO in order to generate accurate and relevant data that would help in monitoring the economic performance of the region and can be used by public and private entities in planning and decision making;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request NSO to include immediately in its appropriate surveys all new large and other establishments in the region that has impact on the economy of the region;

RESOLVED FURTHER, that copies of this resolution be furnished the central offices of NSO and NSCB for their appropriate action.
