Excerpts from the Minutes of the Regular Meeting of the
Regional Statistical Coordination Committee held on May 27, 1998 at the 
National Economic and Development Authority, Arimbay, Legazpi City

 

RESOLUTION NO. 01-98

CREATING A TASK FORCE ON
HEALTH, ENVIRONMENT AND SOCIAL SERVICES STATISTICS

WHEREAS, Executive Order No. 121 issued on January 30, 1987 created the National Statistical Coordination Board (NSCB) as the highest policy-making and coordinating body on statistical matters at the national and local levels;

WHEREAS, Executive Order No. 135 issued on November 6, 1993 provides that all statistical policies formulated by the NSCB shall be implemented by all concerned agencies of the government, including the local government units;
  

WHEREAS, pursuant to its mandate, the NSCB Executive Board issued Resolution No. 01-92 on January 9, 1992 creating the Regional Statistical Coordination Committee (RSCC) in all regions in the country to be NSCB's counterpart, to serve as the highest policy-making and coordinating body on statistical matters in the region and to establish appropriate mechanisms for statistical coordination at the regional, provincial and municipal/city/barangay levels to address statistical concerns obtaining in these areas;

WHEREAS, the implementation of the 1991 Local Government Code which accorded autonomy to local governments had also altered the data generation and reporting systems of statistics for the health, environment and social services sectors thereby creating discontinuity in the data series for such sectors;

WHEREAS, the data series on health, environment and social services sectors are critical indicators not only in assessing the performance of these sectors but also as bases for national and regional development planning;

NOW THEREFORE, on motion duly seconded, be it

RESOLVED, AS IT IS HEREBY RESOLVED, to create a Task Force on Health, Environment and Social Services Statistics, with the National Statistical Coordination Board (NSCB) as the lead agency and whose members shall include the following agencies:

1. For Health Statistics

1.1  Department of Health (DOH) 
1.2  City Planning and Development Office (CPDO) - Legazpi City 
1.3  Provincial Planning and Development Office (PPDO) - Albay 
1.4  National Economic and Development Authority (NEDA) 
1.5  National Statistics Office (NSO) 
1.6  National Statistical Coordination Board (NSCB)

2. For Environment Statistics

2.1  Department of Environment and Natural Resources (DENR) 
2.2  City Planning and Development Office (CPDO) - Legazpi City 
2.3  Provincial Planning and Development Office (PPDO) - Albay 
2.4  National Economic and Development Authority (NEDA) 
2.5  National Statistics Office (NSO) 
2.6  National Statistical Coordination Board (NSCB)

3. For Social Services Statistics

3.1  Department of Social Welfare and Development (DSWD) 
3.2  City Planning and Development Office (CPDO) - Legazpi City 
3.3  Provincial Planning and Development Office (PPDO) - Albay 
3.4  National Economic and Development Authority (NEDA) 
3.5  National Statistics Office (NSO) 
3.6  National Statistical Coordination Board (NSCB)

RESOLVED FURTHER, that the membership of the Task Force may include other local government units, non-government organizations, and other agencies/entities as may be deemed necessary by the Committee in the future;

RESOLVED FINALLY, that copies of this resolution be provided to the concerned agencies for their information and appropriate action.
