RSCC Region V Excepts from the
Minutes of the Regular Meeting of the
RESOLUTION NO. 01-95 CREATING
PROVINCIAL STATISTICAL COORDINATION COMMITTEES WHEREAS, Executive Order No. 135 issued by His Excellency, President Fidel V. Ramos on November 6, 1993, provides for the establishment of a well-coordinated statistical system at the local level that is responsive to planning and monitoring requirement at that level and capable of producing statistics which can be integrated and harmonized with statistics produced at the national level; WHEREAS,
by virtue of its mandate to institute coordinative mechanisms at the
regional, provincial and city levels, the National Statistical
Coordination Board created the Regional Statistical Coordination Committee
to serve as the highest policy making body on statistical matters and
oversee the implementation of national policies and NSCB prescribed
mechanisms in the region; |

WHEREAS, with the implementation of the New Local Government Code of 1991, the Committee recognizes the need to institute coordinative mechanisms at the subregional level as a vehicle in improving the statistical system at that level; WHEREAS, Resolution No. 01-94 approved on May 31, 1994 adopted the province of Albay to serve as the pilot province in the organization of a Provincial Statistical Coordination Committee (PrSCC); WHEREAS, the PrSCC, as conceptualized, will replicate the functions of the Regional Statistical Coordination Committee at the provincial level and shall serve as a clearing house for all statistics generated in the province; WHEREAS, the PrSCC has been found effective in coordinating statistical activities in the pilot province and need to be replicated in the rest of the provinces of the region; NOW, THEREFORE, on motion duly seconded, be it RESOLVED, AS IT IS HEREBY RESOLVED, that Provincial Statistical Coordination Committees be organized in the remaining five provinces of the region in the manner outlined in a Concept Paper previously approved by the Committee, attached and made an integral part of this Resolution; RESOLVED FURTHER, that this Resolution be forwarded to the different Provincial Development Coordinating Councils, through the Provincial Governors, for concurrence; RESOLVED FINALLY, that members of the Regional Statistical Coordination Committee with provincial offices shall direct said provincial offices to support and actively participate in the organization and operations of the PrSCC.
