RSCC Region V Excepts from the
Minutes of the Regular Meeting of the
RECOMMENDING THE ADOPTION OF THE WHEREAS, the RSCC is tasked with monitoring statistical activities and developments in the region and is mandated to establish appropriate mechanisms for statistical coordination at the regional, provincial and municipal/city levels and to address statistical concerns in these areas;
WHEREAS, the RSCC, acknowledging the
need for LGUs to generate statistics at their level, desires systems that
are responsive to the planning and monitoring requirements at the local
level; |

WHEREAS, the local government unit of Labo, Camarines Norte has implemented the Community-Based Monitoring System (CBMS) in its municipality; WHEREAS, the CBMS is a computer-generated and map-based system utilizing critical indicators and is capable of monitoring conditions at the barangay and household levels; WHEREAS, the CBMS has greatly helped the local government unit of Labo, Camarines Norte in the preparation of its poverty reduction action plan, in the identification of target project beneficiaries and in the allocation of scarce local government resources; WHEREAS, the technology and consultants has been provided to the municipality of Labo for free by the Micro Impacts of Macro Adjustment Policies (MIMAP) Project and the system can be implemented by the LGUs at an affordable cost; WHEREAS, the Committee recognizes the usefulness of the CBMS in generating critical data at the barangay level that can be used for development planning, target setting and program/project monitoring and evaluation; NOW THEREFORE, on motion duly seconded, be it: RESOLVED, AS IT IS HEREBY RESOLVED, that the RSCC endorses the CBMS to and encourages LGUs to adopt and conduct the same in their localities; RESOLVED FINALLY, that all LGUs and the Department of the Interior and Local Government (DILG) be furnished with this resolution for their appropriate action. APPROVED, this 23rd day of June 2005 in Legazpi City.
