RSCC Region V Excepts from the
Minutes of the Regular Meeting of the
RESOLUTION NO. 01-2003
BUDGET THRUST OF THE STATISTICAL
SYSTEM WHEREAS, Presidential Proclamation No. 248 approved the 1999-2004 Philippine Statistical Development Program (PSDP) providing the framework for the Philippine Statistical System in formulating statistical programs and projects; WHEREAS, the 1999-2004 PSDP provides for the development of a proactive statistical community capable of providing relevant statistical information and excellent services to society towards sustainable development and growth with equity;
WHEREAS, the government is now in
the process of formulating guidelines for the preparation of budget
proposals by government agencies for CY 2004; |

WHEREAS, the National Statistical Coordination Board (NSCB), the highest policy making and coordinating body on statistical matters in the country, is mandated to review budgetary proposals of agencies for statistical activities; WHEREAS, such function is being undertaken in the region by the Regional Statistical Coordination Committee (RSCC), the policy making and coordinating body on statistical matters in the region; WHEREAS, there is a need to formulate regional budget thrusts for CY 2004 consistent with the 1999-2004 PSDP for integration of regional priorities and concerns in the budgetary thrusts of the Philippine Statistical System; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the following budget thrusts of the statistical system in Region V for CY 2004:
RESOLVED, FURTHER, to request NSCB to integrate the above thrusts in the over-all budgetary thrusts of the Philippine Statistical System. RESOLVED, FINALLY, to enjoin all regional offices of national line agencies and Local Government Units to incorporate in their CY 2004 budget proposals the requirements to achieve the above thrusts, and for national agency regional offices to make the necessary representations with their Central Offices for the inclusion of their proposals in the over-all agency budget. APPROVED, this 19th day of March, 2003 in Legazpi City.
