RESOLUTION NO. 01-2001

CREATING A TASK FORCE TO STUDY A SYSTEM ON CONSOLIDATING
INVESTMENT STATISTICS IN THE REGION

WHEREAS, the National Statistical Coordination Board (NSCB), the highest policy-making and coordinating body on statistical matters by virtue of Executive Order No. 121 issued on January 30, 1987, created the Regional Statistical Coordination Committee (RSCC) to serve as its counterpart in the region;

WHEREAS, the RSCC is mandated to establish appropriate mechanisms for statistical coordination at the regional, provincial and city levels and to address statistical concerns obtaining in these areas;

WHEREAS, investment data are considered among the best indicators of the performance of an economy;

WHEREAS, different national government entities, by virtue of their administrative and regulatory functions, generate investment statistics specific to their areas of jurisdiction;

WHEREAS, the local government units (LGUs) are capable of generating investment statistics based on administrative forms as one of the requirements in granting licenses to investors operating within the geographical coverage of the LGUs;

WHEREAS, the present system of reporting investment statistics is prone to underreporting and double counting;

WHEREAS, complete and reliable investment statistical data will enhance the planning and decision-making capability at all levels;

NOW THEREFORE, on motion duly seconded, be it

RESOLVED, AS IT IS HEREBY RESOLVED, that a Task Force be created to study the system of consolidating investment statistics in the region;

RESOLVED FUTHER THAT, the membership of the Task Force shall include, but shall not be limited to, the following: Board of Investments (BOI)/Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC), City Planning and Development Office (CPDO) of Legazpi, and National Statistical Coordination Board (NSCB);

RESOLVED FINALLY, that copies of this resolution be furnished to all concerned for their compliance.
