The Department of Agriculture signed an agreement with the United Nations Food and Agriculture Organization on a yearlong project aimed at restoring the livelihood of some 6,000 typhoon-hit marginal farmers in the southeastern region of Bicol. Entitled “Restoring Food Security in Typhoon-Affected Areas in the Bicol Region through the Provision of Agricultural Inputs and Technical Assistance," the P15-million (250,000 euros) project will be funded by the Spanish International Cooperation Agency. The province of Albay through its Provincial Agriculture Office was able to distribute 2,885 bags of assorted seeds (palay, corn, vegetable) and 4,884 packs of Bio-N fertilizers to a total of 16,619 farmers in the province. This is part of the agricultural rehabilitation program of the province. Likewise, assistance from the Spanish Government was also undertaken by distributing farm inputs to the farmers in the first district.

The Bureau of Fishery and Aquatic Resources (BFAR) Region 5 also assisted selected fishermen by way of distributing 140 sets of fishing boat materials, 90 sets of Gillnet materials, 600 kilos of seaweed seedlings and 40,000 tilapia fingerlings.


For the 4th quarter of 2007, abaca production fell by 38.41 percent compared to the same period in 2006. This is mainly due to the effects of the typhoons.

The province of Catanduanes remained the top producer of abaca fibers with a total of 14,299 bales or 95.79 percent of the region’s output. All other abaca producing province recorded a negative performance during the period under review.

Fisheries

Rapu-Rapu Fishkill. The provincial government of Albay reinvestigated the fish kill incident off the shores of Rapu-Rapu, which happened on October 28, 2007, following the appeal made by the villagers from five affected barangays in Rapu-Rapu when they stormed the session hall of the Sangguniang Panlalawigan of Albay.

Sorsogon Red Tide. The Bureau of Fisheries and Aquatic Resources – National Fisheries and Research Development Institute (BFAR-NFRDI) in partnership with the local government of Sorsogon conducted a consultation meeting on the proposed mitigating measures on the impact of toxic red tide in Sorsogon Bay on December 7, 2007. Participants to the said meeting were representatives from the six municipalities surrounding Sorsogon Bay, non-government organizations, Provincial Agriculture Office, BFAR, DENR, other agencies involved and the municipal agriculturists. Fishpond owners lose P12 M. A number of government fishery facilities and privately-operated fish ponds in Bicol were damaged by floods last month. OIC Bicol director for BFAR Dennis V. Del Socorro, officer in charge of the Bureau of Fisheries and Aquatic Resources, identified the damaged facilities as the Regional Fresh Water Fishery Center in Bula and the Fresh Water Demonstration Fish Farm in Buhi, Camarines Sur. Other facilities that incurred losses were the Fish Fry Bank in Tiwi, Albay and the Mobo Demonstration Fish Farm in Masbate. Over 26 hectares of privately-owned fishponds with about 200,000 tilapia stocks worth P12.092 million overflowed in Bato, Buhi, Nabua, Iriga City and Baao in Cam. Sur.
