Agriculture and Agrarian Reform
The Bicol Region is
an agricultural economy with almost half of its productive manpower
dependent on the industry. A fifth of employed persons in the agriculture
sector are composed of women. Despite their significant contribution to
agricultural productivity, the agrarian structure in the region remains
biased in favor of men. Indeed, the contribution of women in the
agricultural sector is hardly recognized in terms of pay, control and access
to resources such as credit. Women still earn less, own less and control
less. Women account for only a fourth of Agrarian Reform Program
beneficiaries, a third of Agricultural Production Program recipients, and a
little over a tenth of agricultural operators. On the average paid women
agricultural workers receive 22% less than their men counterparts and half
of women agricultural workers are unpaid family labor. are women, Apart from
these, the limited recognition of women as productive agricultural partners
has led to agricultural plans, programs and projects that do not adequately
address the needs of women.

sourced from the National Statistics Office, the Department of Agriculture,
the Department of Agrarian Reform, the Bureau of Agricultural Statistics and
the Cooperative Development Authority.
