Sorsogon province had the highest human development index
in the Bicol Region in 1997?

Human Development Index by ProvinceThe human development index (HDI) measures how well a certain place has performed, not only in terms of real income growth, but also in terms of social indicators of people’s ability to lead a long and healthy life, to acquire knowledge and skills, and to have access to resources needed to afford a decent standard of living. It was conceptualized by the United Nations Development Program (UNDP) in 1990 to serve as a composite measure reflecting the most important dimensions of human development.

The provincial HDI is constructed using the average of these three development outcomes for each province: (1) health as measured by life expectancy; (2) level of knowledge and skills as measured by the weighted average of functional literacy and combined elementary and secondary net enrolment rate; and (3) access to resources as measured by the level of real per capita income.
  

The province of Sorsogon topped all the other provinces of the region while Masbate had the lowest index. Sorsogon was also among the ten provinces in the country with the fastest growth in HDI. Masbate is tenth among the poor performing provinces with an HDI of 0.487.

Improvement in the distribution was noted in the health and education components of the index. All provinces improved their health indices in 1997 compared to 1994. Camarines Sur remained the province with the highest health index in the region and landing in the top ten provinces with the highest life expectancy improving its rank from eleventh in 1994 to tenth in 1997.

On the other hand, Camarines Norte ranked ninth among the leading provinces in terms of functional literacy having a rate of 90.01 percent. Despite its low rank, Masbate landed in the list of ten fastest progress provinces in combined enrolment rate with a 26.1 percent growth in enrolment rate between 1994 and 1997.

All provinces, however, fell under the low classification in the income component. Sorsogon had the highest index in this component. Masbate, with a real per capita income of P 9,893, is ranked 72nd in 1997, an improvement from its 74th ranking in 1994.
