home is where most cases of violence against women occur?

The home or boarding house, considered as a safe refuge, is surprisingly the most common crime scene, 66.9 percent, of the reported violence against women (VAW) offenses committed in 2000. Based on the data from the Philippine National Police, of the 354 cases against women in the Bicol Region, 347 can be classified as cases of VAW. These cases, which excludes estafa, robbery and perjury cases, refer to crimes committed against women, whether these may be physical, sexual, psychological, or emotional offenses.

VAW cases in 2000 were mostly committed between 6:00 PM to 12:00 MN, while the following period of 12:00 MN to 6:00 AM, registered the least crime occurrence. 

Rape was the most common VAW case, accounting for 32.3 percent of the total cases, followed by physical injuries, at 26.2 percent, and acts of lasciviousness, at 13.0 percent.

Most of VAW perpetrators, 43.5 percent, were of no relation to the victims, and were between the ages of 26-30 years. This is relatively larger than the combined frequency of husband (20.5 percent) and relative offenders (11.5 percent) of 32.0 percent. Meanwhile, more than half of the offenders used only their hands, feet, fists and sheer strength advantage over their victims in committing the crimes. Surprisingly, most of these offenders, 51.3 percent, were sober while committing the act of violence, while only 31.4 percent were under the influence of alcohol, and 1.7 percent, under illegal drugs.

Of the total VAW cases, 37 or 10.5 percent are under pending investigation while 28 or 7.9 percent have been referred to the Department of Social Welfare and Development (DSWD). Although majority of the VAW cases (53.0 percent) have been filed in court and 73 or 21.0 percent were settled, unfortunately, 54.8 percent of the suspects were still at large while only 16.7 percent have been arrested/jailed.
