How is the Bicol region doing with regard to MDG goals and targets?

The assessment of MDG achievement in the Bicol Region utilized a simple methodology for tracking progress for each indicator. The methodology basically determines the final targets (2015) and midterm targets for each indicator based on the parameters set for each MDG and corresponding baseline values (1990 or for the year nearest to 1990 for which data are available). The methodology allows the straight-line computation of annual targets per indicator which can be compared with actual levels for each year within the given time frame, which is convenient given the differences in data availability. Goal achievement in the midterm is qualitatively described as being "on track" or "off track" for each indicator.

Only the data on gender parity are available to measure the 3rd MDG; it means the lack of indicators for measuring that other half, which is concerned with women empowerment.

But this is also the goal where the region really did well, as shown in the table, which measure gender parity in terms of participation and cohort survival in elementary schools. (There are no data available for higher levels of education.) Consequently, it did not require applying the usual progress assessment methodology as the region is clearly (on track) towards achieving gender equality.
