Definition of Terms

Literacy Rate - the percentage of population which can read and write a simple message in any language or dialect.

Simple Literacy - ability of a person to read and write with understanding a simple message in any language or dialect.

Functional Literacy - higher level of literacy which include not only reading and writing skills but also numeracy skills.

Out-of-School Youth - boys and girls who belong to any of the categories: 1) 7-14 years old who are not enrolled; 2) 15-24 years old, not enrolled, not employed and not a tertiary level graduate.
