CREATING THE
TECHNICAL SUBCOMMITTEE ON SURVEY DESIGN
WHEREAS,
NSCB Resolution No. 4-88 and NSCB Memorandum Circular No. 4-95
instituted the Statistical Survey Review and Clearance System (SSRCS)
as a mechanism for evaluating the design and instruments of
statistical surveys or censuses sponsored and/or to be conducted
by government agencies, including government corporations at the
national and/or subnational levels;
WHEREAS,
the SSRCS was formulated to ensure conformity with standard
definitions, concepts and classifications, and consequently, the
reliability, comparability and accuracy of statistics generated
out of surveys and censuses;
WHEREAS,
Section 2.(d)(2) of Executive Order No. 135, "Providing for
the establishment of a well-coordinated local level statistical
system", issued in November 1993, states that the SSRCS,
among other statistical coordination mechanisms, shall be
implemented by the NSCB at the local levels and that in areas
where there are RSCCs in place, may delegate the implementation of
such mechanisms to said committees.
WHEREAS,
Article III of NSCB Resolution No. 01-92 provides that the RSCC
shall be responsible for the adoption of prescribed statistical
standard methodologies and classification systems, and is
empowered to create inter-agency task forces that could attend to
technical issues and problems;
WHEREAS,
the creation of a Technical Subcommittee on Survey Design (TSSD)
is necessary to lay the foundation for and assist the NSCB and the
RSCC in the implementation of the SSRCS in the region;
NOW,
THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the
RSCC approve the creation of the TSSD in Southern Tagalog Region
with the Chair and members as provided for in a corresponding
Memorandum Circular to be issued later.
