CREATING A TECHNICAL
WORKING GROUP ON LOCAL LEVEL STATISTICS
TO ADDRESS THE
DISAGGREGATION OF STATISTICS AT THE LOWER LEVEL
WHEREAS,
WHEREAS,
The transfer of
powers to LGUs makes them accountable for the decisions that they take; the
quality of these decisions depend on the quality of information available to
them.
WHEREAS,
The national
government agencies require quality data; following devolution, they are
tasked to set standards/benchmarks monitor and provide technical assistance
to LGUs.
WHEREAS,
Philippine
Statistical Development Program (2005-2010) recognizes the importance of
subnational statistical systems, (Part 3 of the PSSDP: Statistical Programs
of the Sub-National Statistical System.)
WHEREAS,
There are twin
issues affecting local levels statistics: the increasing demand for
statistics with lower-level disaggregation (provinces, cities and
municipalities) and an increasing need to generate statistics for highly
urbanized cities as separate geographic units from their respective mother
provinces;
WHEREAS,
At present, the
Philippine Statistical System, particularly the statistical offices, is
already addressing these issues, although at a limited extent, with the data
being produced from censuses and administrative reporting systems, the
participation of the local government units in data generation at the local
level should also be encouraged;
NOW
THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED,
to create a Technical Working Group on Local Statistics (TWG on Local Stats)
with the following functions:
a.
To conduct an
assessment of data available at the local level specifying the level of
disaggregation, periodicity or frequency and schedule of releases;
b.
To identify the
issues and constraints on local level data generation;
c.
To prepare a
proposal to address to issues on the generation of data at a lower
disaggregation;
RESOLVED FURTHER, That the TWG on
Local Level Statistics will be composed of the following agencies and
entities: the National Economic and Development Authority Regional Office
XI, the National Statistical Coordination Board, Regional Division XI; all
the Provinces and Cities of Davao Region; and the University of Southeastern
Philippines – School of Applied Economics;
RESOLVED FURTHER,
That copies of
this Resolution be forwarded to the Regional Development Council (RDC) XI,
NSCB and NEDA Central Offices, and member agencies for their information and
appropriate action.
