Introduction

In September 2000, member states of the United Nations (UN) gathered at the Millennium Summit to affirm commitments towards reducing poverty and the worst forms of human deprivation. The Summit adopted the UN Millennium Declaration which embodies specific targets and milestones in eliminating extreme poverty worldwide.

To help track progress in the attainment of the 8 goals and 18 targets of the Millennium Development Goals (MDG) over the period 1990 to 2015, experts from the United Nations Secretariat and International Monetary Fund (IMF), Organisation of Economic Cooperation and Development (OECD), and the World Bank identified and selected a set of time-bound and measurable indicators. Data series on the 48 MDG indicators are compiled to provide the basis for the preparation of progress reports by member states of the United Nations (UN) on the implementation of the UN Millennium Declaration.

The Philippines, as one of the signatories in the UN Millennium Declaration, has come up with the first (May 2003) and second (June 2005) Philippines Progress Reports on the Millennium Development Goals, which not only define where the country is relative to the MDGs, but also outline the challenges that have to be overcome in order to attain these goals. The National Economic and Development Authority (NEDA) prepared the reports, through the collaborative efforts of the Multi-Sectoral Committee on International Human Development Commitments (MC-IHDC) and the Social Development Committee (SDC).

In further support on MDGs and institutionalizing the monitoring process on MDG indicators, the National Statistical Coordination Board (NSCB) issued Resolution No. 10 series of 2004 designating the NSCB as repository of MDG indicators. As such, NSCB compiled the available statistics from various sources needed in monitoring the country’s progress towards the attainment of the MDGs.

NSCB Resolution No. 10 series of 2004 also lays down the mechanisms for the continuous improvement of the MDG indicators to include the localization of the MDGs. Pursuant to the said resolution and confirming the need to strengthen the localization of MDG indicators, the Regional development Council for Northern Mindanao, since 2004, has passed various resolutions to adopt the localization of MDGs and support the improvement of its monitoring. Lately, on February 15, 2011, on its 88th Council Meeting, the RDC has passed a resolution which, among others, aims to formulate official provincial scorecards for the localization of the MDGs. The featured proceeding statistics on the regional and provincial monitoring of MDGs in Northern Mindanao is the latest preliminary results.

Of the 60 Official MDG indicators, 12 indicators are not applicable at the local (provincial) level while 23 indicators cannot be monitored. Of the remaining 25 indicators, 14 can be monitored using the UN prescribed indicators while 11 can be monitored using proxy indicators (see table on metadata). Moreover, out of the 23 indicators that cannot be monitored, 4 indicators could have been monitored only that the data needed to monitor the indicators are not readily available to the Regional Development Council and the Regional Statistical Coordination Committee (i.e. data are contained in the Public Use Files of surveys and censuses that are for sale).

The Millennium Development Goals and targets come from the Millennium Declaration, signed by 189 countries, including 147 heads of State and Government, in September 2000 (http://www.un.org/millennium/declaration/ares552e.htm) and from further agreement by member states at the 2005 World Summit (Resolution adopted by the General Assembly - A/RES/60/1, http://www.un.org/Docs/journal/asp/ws.asp?m=A/RES/60/1). The goals and targets are interrelated and should be seen as a whole. They represent a partnership between the developed countries and the developing countries “to create an environment – at the national and global levels alike – which is conducive to development and the elimination of poverty”.


Additional Notes on the Estimation of the Indicators

 

1.1           Proportion of population and family below the poverty threshold.

                Poverty incidence is estimated by the NSCB Technical Staff as FGT0. The 2009 refined estimates is in pursuant to the instruction of the NSCB Executive Board dated 6 November 2002.

1.2           Poverty Gap.

                Poverty gap is estimated by the NSCB as FGT1.

1.3           Share of poorest quintile to total income can be estimated thru the FIES conducted by the NSO every 3 years.

1.4           GRDP per person employed and GRDP per Capita.

                Employment data is based on the LFS conducted quarterly by the NSO. The ratios derived from survey are then applied to census-based projections to come up with total labor force, total employed, etc.

                For the population data used for 2009, population is estimated thru linear extrapolation from the 2000 and 2007 Census population count. This is done because there still is no 2007-based population projection and because the 2000-based population projection for the year 2007 is greater than the 2007 Census count by 135,267.
