The total number of Special Education (SPED) enrollees in Region I increased by 13.9% in SY 2009-2010, a change from its decreasing trend from SY 2005-2006 to SY 2008-2009. The total number of SPED enrollees decreased by 8.0% from 12,108 enrollees in SY 2005-2006 to 11,139 enrollees in SY 2006-2007. The number of SPED enrollees further decreased to 28.2% and 38.9% in SY 2007-2008 and SY 2008-2009, respectively.

Of the total SPED enrollees, children who are MG/FL constitute 56.5% of the total number of SPED enrollees while 43.5% are children with disabilities. Mentally gifted or fast learners (MG/FL) children enrolled under SPED in the region increased by 16.8% in SY 2009-2010. Enroleld children with disabilities increased by 11.7% in the same school year. There was an additional of 298 enrollees with behavioural disorder (BD) in SY 2009-2010, while enrollees of children who are hearing impaired (HI) increased by 50, and learning disabled (LD) increased by 150, recording an increase of 38.2%, 21.2% and 8.0%, respectively. The enrollees of children with other disabilities also increased in the same school year, except enrollees of children who are multi-handicapped (MH), chronically ill (CI) and orthopedically handicapped (OH) which decreased by 38.0%, 19.2% and 8.7%, respectively.

From SY 2005-2006 to SY 2009-2010, majority of the children enrolled are from SPED centers and public elementary schools of Pangasinan. In SY 2009-2010, they constitute 85.5% of the total SPED enrollees.

In SY 2008-2009, enrollees of children with disabilities in SPED centers and public elementary schools in all the provinces in the region declined. However, in SY 2009-2010, SPED enrollees in SPED center and public elementary schools in the province of La Union increased by 480 enrollees from 294 in SY 2008-2009, while in Ilocos Sur there was an additional of 197 SPED enrollees from 143 in SY2009-2009. On the other hand SPED enrollees in SPED centers and public elementary schools in Ilocos Norte dropped by 6.0% in SY 2009-2010, while SPED enrollees in SPED centers and public elementary schools in Pangasinan dropped by 4.6%.

In SY 2009-2010, 84.6% of the total MG/FL enrollees in the region are from SPED centers and public elementary schools in the province of Pangasinan, while 8.5%, 4.2% and 2.7% are from SPED centers and public elementary schools in La Union, Ilocos Sur, and Ilocos Norte, respectively.

Special Education (SPED) is one of the government’s programs in support to the advocacy that every child with special needs has a right to an educational program that is suitable to his needs. Region I has 5 SPED centers which are distributed in the provinces , as follows: 3 in Ilocos Norte (Bacarra SPED Center, CAMES SPED Center in Batac, and A.P. Santos SPED Center in Laoag), 1 in Pangasinan (Urdaneta SPED Center), and 1 in La Union (La Union SPED Center in San Fernando City). Aside from SPED centers, mainstreaming of children with special needs in public elementary schools is also integrated in the SPED program of the government.
