The Regional Statistical
Coordination Committee (RSCC) I, the
highest policy making and coordinating body on statistical matters in the
region, approved 16 resolutions in 2007.
The resolutions approved were:
1. Requesting
the Regional Development Council (RDC) Executive Committee to Endorse to the
NSCB Executive Board for the Latter to Request the Bangko Sentral ng Pilipinas
to Generate Regional and Provincial Data on Remittances of Overseas Filipino
Workers (OFWs);
2. Requesting
the Regional Development Council (RDC) Executive Committee to Endorse to the
NSCB Executive Board for the Latter to Request the National Statistics Office
to Increase the Number of Samples per Province in the Survey of Overseas
Filipinos in Order to Generate Provincial Data on OFW Remittances;
3. Approving
the Project Proposal, Work Plan and Memorandum of Agreement to Pilot the
Implementation of the Proposed Data Generation System for Health Indicators in
the City of San Fernando and Province of La Union;
4. Approving
the Policy Agenda of RSCC I for 2007;
5. Endorsing
the Adoption of the RDC-Approved MDG Targets for Performance Assessment and the
Internationally-based MDG Targets as Performance Benchmarks;
6. Approving
Additional Indicators for the Monitoring of the Millennium Development Goals
(MDGs) in Region 1;
7. Endorsing
the Adoption of the Statistical Activities, Programs and Projects Under the
Subnational Statistical System Section of the Approved Philippine Statistical
Development Program (PSDP) 2005-2010;
8. Endorsing
the Adoption of the NSCB Approved Official Concepts and Definitions for
Statistical Purposes for the Poverty Sector;
9. Endorsing
the Adoption of the NSCB Approved Official Concepts and Definitions for
Statistical Purposes for the Education Sector;
10. Endorsing
the Adoption of the NSCB Approved Six Formulas for the Official Concepts and
Definitions for Statistical Purposes for the Education Sector;
11. Requesting
the Local Government Units (LGUs) to
Follow the System of Data Generation and Reporting of the Operation
Timbang and Other Nutrition-Related
Data;
12. Endorsing
the Estimation of Municipal Human Development Index in the Other Provinces of
Region 1;
13. Enjoining
the LGUs to Generate the Data Requirements of Investors;
14. Endorsing
the Adoption of the NSCB Approved Official Concepts and Definitions for
Statistical Purposes for the Science and Technology Sector;
15. Approving
the 2007 National Statistics Month (NSM) Best NSM Activity and Best NSM
Province; and
16. Approving
the 2008 RSCC I Policy Agenda.
The RSCC conducted four regular
meetings and one special meeting in 2007. The RSCC member agencies took turns
in sponsoring the meetings of the RSCC. The 2007 meetings were sponsored by the DOLE Regional Office 1 (1st
regular meeting), NSCB (2nd regular meeting) and NEDA Regional Office 1 (3rd
regular meeting and special meeting). Expenses for the 4th regular
meeting were charged to RSCC I NSM funds.
All of the regular meetings were conducted at the NEDA Regional Office 1
while the special meeting was conducted
at the ORT Training Center in San Fernando City, La Union.
In 2008, the RSCC will also
be conducting four regular meetings in
March, July, September and December.
Aside from its regular activities, the RSCC plans to come up with a proposal
for the establishment of a local statistical development (LSD) to be piloted in
interested local government units. The RSCC created a Technical Working Group composing of representatives from NSCB, BAS,
NSO and NEDA during its December 19, 2007 meeting to study the matter and prepare the proposal. The activity is an offshoot of the Region 1 paper on statistical issues and
concerns at the subnational level which was presented during the National
Convention on Statistics last October 2007.
The RSCC is currently composed of
24 members from eight regional line agencies (NEDA, NSCB,
NSO, BAS, DOLE, DILG, DBM, POPCOM), 12
Provincial and City Planning and
Development Offices (PPDOs/CPDOs), one
NGO (Philippine Statistical Association, Region 1 Chapter), two academe
(University of Northern Philippines Research and Statistics Assistance Center
and Philippine Association of State Colleges and Universities, Region 1
Chapter) and one private sector (La Union Bankers Association). It is chaired by
the Regional Director of the NEDA Regional Office 1 and co-chaired by the
Regional Director of the NSO Regional Office 1. The NSCB Regional Division 1 serves as the secretariat of the
Committee.
