Carasi, Ilocos Norte: Region 1's Leading Municipality in 2008 GGI
Based on the interim municipal Good Governance Index (GGI) released by the National Statistical Coordination Board (NSCB), the municipality of Carasi, Ilocos Norte emerged as the leading municipality in Region 1 in 2008. Carasi’s GGI increased from 381.3 in 2005 to 710.6 in 2008, thereby increasing its rank 30 nationwide in 2005 to rank 3 in 2008.
Adams, Ilocos Norte was the second highest in Region I, with a GGI of 665.9 in 2008 which was rank 5 nationwide. Dumalneg, Ilocos Sur closely followed with a GGI of 658.0 in 2008, the 7th highest nationwide.
The other municipalities of Region I which were included in the country’s top 100 in 2008 GGI are: Sual, Pangasinan; Nueva Era, Ilocos Norte; Sigay, Ilocos Sur; Alilem, Ilocos Sur; San Nicolas, Pangasinan; Gregorio H. del Pilar, Ilocos Sur; Bacnotan, La Union; and Lidlidda,Ilocos Sur.
The GGI aims to come up with objective, comprehensive and comparable measures of good governance based on outcome indicators in order to guide policy makers and stakeholders in the country in assessing local and national performance, thereby promoting more evidence-based policy making and decision making towards good governance. Specifically, the GGI aims to (1) draw attention to the achievements of the best performing local government units (LGUs) in order to encourage, sustain and promote best practices in governance in the country; (2) determine and address the specific areas for improvement in order to promote good governance; and (3) improve the generation, analysis and utilization of government statistics by addressing the most pressing information needs of the society in order to contribute to people empowerment through statistics.
