NSCB, NEDA AND CHR UNDERTAKE MDG LOCALIZATION PROJECT
The National Statistical
Coordination Board (NSCB), National Economic and Development Authority (NEDA)
and the Commission on Human Rights (CHR) are currently undertaking the project
“Program Monitoring, Database and Rights-based Millennium Development Goals
(MDGs)” in Region 1. The project is
part of the approved 2007 Annual Work
Program of the Achieving the MDGs and Reducing Human Poverty Programme under
the Government of the Philippines (GOP) – United Nations Development Programme
(UNDP) Country Programme Action Plan 2005-2009. The NEDA - Social Development Staff (NEDA – SDS) acts as the
Implementing Partner (IP) while the NEDA Regional Office 1 (NRO 1) serves
as the Responsible Partner (RP) for the project. The NSCB and CHR are co-partners of NRO 1.
The project is composed of three major components, namely: 1) Establishment of a Localized MDG Database
(by NSCB); 2) Development of a Rights-based MDG Indicator System and a Model
Human Rights City (by CHR), and 3) Monitoring Local Government Unit (LGU)
Action Plans and Continuing Technical Assistance (by NEDA Regional Office 1).
The NSCB project component, which will be implemented by the
NSCB Regional Division 1 under the supervision of the NSCB MDG Project
Management Committee, includes the
following sub-components: 1) preparation of
manual on standard concepts and definitions on MDG indicators; 2)
conduct of training for LGUs on the use of the Devinfo software; and 3)
establishment of MDG database.
The NSCB will establish a regional database containing
1990-2006 data with provincial/city disaggregation. The NSCB will be requesting
the data requirements for the database from
concerned data sources in the region.
The establishment of a provincial database containing data
with municipal disaggregation will also be piloted in La Union in collaboration
with the Provincial Planning and Development Office (PPDO) of the Provincial
Government of La Union.
The outputs of the NSCB project component are expected to be
released by the 1st quarter of 2008.
