| StatNews Posted 28 November 2000 Region I’s Government Employees Grew by 13.1 Percent in 1999 The number of government employees, career and non-career service, in Region I posted a 13.1 percent growth in 1999 (77,194) compared to the 1997 level of 68,260. Contributing to the said growth in the government's work force was the 13.8 percent (59,653 in 1997 against 67,906 in 1999) increase of career service employees or those personnel occupying first, second and third level positions and non-executive career, and 7.9 percent (8,607 in 1997 against 9,288 in 1999) for employees in the non-career service, which is composed of non-career executives, elected officials, coterminous and casual/contractual employees. The Civil Service Commission (CSC) statistics showed that in 1997 and 1999, the National Government Agencies, which posted an increase of 18.0 percent, accounted for the bulk of government’s human resources (66.9 percent in 1997 and 69.8 percent in 1999). Local Government Units’ personnel shared 30.2 and 28.4 percent for 1997 and 1999, respectively, with a growth of 6.2 percent. On the other hand, the privatization of some Government-Owned and Controlled Corporations (GOCCs) reduced the number of government personnel by 30.1 percent in 1999. Consequently, its share to total also dropped to 1.8 percent in 1999 from 2.9 percent in 1997. Records for career positions in 1999 showed that the majority of the occupied positions were in the second-level, with women (74.4 percent) outnumbering men (25.6 percent). On the other hand, men remained to occupy the third-level positions (61.4 percent). There were more men (59.4 percent) first-level position holders which contradicts the assumption that women (40.6 percent) are assigned to bottom ranks. Definition of Terms: Government personnel
