GOVERNMENT ELEMENTARY AND SECONDARY PARTICIPATION AND COHORT-SURVIVAL RATES IN REGION I BETTER FOR SY 1999-2000

Government elementary and secondary schools in Region I marked a better participation and cohort-survival rates for School Year (SY) 1999 to 2000 compared to the previous SY. These education performance indicators registered growth for both levels in the said period.

The participation rate for government elementary schools rose by 1.6 percentage points from the 93.3% of the previous SY. At the high school level, the participation rate pegged a 1.3 percentage points growth against last year’s 69.8%.

Meanwhile, the cohort survival rates improved for government elementary (1.3 percentage points) and secondary levels (1.7 percentage points) for SY 1999 to 2000 against last year’s results of 80.1% and 75.2%, respectively. For the elementary level, this indicates that for every 100 pupils who enrolled in Grade I five years ago, 81 reached Grade VI. Likewise, 77 out of 100 freshmen enrolled three years ago reached the fourth year level.

Among the provinces in the region, Pangasinan exhibited the highest participation rate for elementary (98.1%) and secondary (76.2%) levels. On the other hand, Ilocos Norte posted the lowest participation rate for elementary (86.5%) and secondary (54.2%).

Ilocos Norte (83.8%) registered the highest cohort-survival rate in the elementary level. However, it posted the 2nd lowest rate (74.2%) in the secondary level. On the other hand, while Ilocos Sur’s (78.9%) cohort survival rate for the secondary level surpassed the other provinces, its survival rate in the elementary level was the lowest (77.1%).

Definition of Terms:

Participation Rate – the ratio between the enrollment in the school-age range to the total population of that age range.

Cohort-Survival Rate – the proportion of enrollees in the beginning grade or year who reached the final grade or year at the end of the required number of years of study.
