The RSCC/Resolutions Passed

RSCC I Resolution No. 9, s. 2003

ENJOINING ALL LOCAL GOVERNMENT UNITS (LGUs) TO PROCESS AND DISSEMINATE DATA FROM THEIR BUSINESS LICENSING SYSTEMS      

WHEREAS, the demand for local level data has been increasing with the decentralization thrust of the government; 

WHEREAS,  data on number of establishments and investments by city/municipality and barangay  were identified  as among the priority data needs of major data users in the region;

WHEREAS, these data are useful inputs of the LGUs in monitoring the economic performance of their respective territorial jurisdictions and in formulating  programs/projects and policies that will improve their economic condition;

WHEREAS, these data are also used by the Regional Tripartite Wages and Productivity Board (RTWPB) as basis in the formulation of minimum wage rates for the various industries in the region;

WHEREAS, the National Statistics Office and the Department of Industry generate these data but up to the provincial level only;

WHEREAS, the LGUs utilize administrative forms, which contain information on investments and related data,  in the issuance of business permits;              

WHEREAS,  pilot-tested the generation of data from the business licensing system in San Fernando City in 2002 to address the demand for local level data on number of establishments and investments;

WHEREAS, the pilot-testing has been successful with the LGU’s City Planning and Coordinating Office (CPDO) as lead office and the Business and Licensing Unit as in-charge of the data processing;

WHEREAS, data on number of establishments by industry type and barangay, paid-up capital by industry type and gross sales/receipts were generated from the pilot test;

              WHEREAS, the processing of business licensing forms by all LGUs will result to the availability of updated provincial and regional level data with the desired disaggregation and frequency which could be used by the LGUs and other  data users;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to enjoin all LGUs to process and disseminate data from their business licensing systems;

RESOLVED, FURTHER, that standard statistical concepts, definitions and methodologies be employed to ensure the generation of consistent and comparable data across LGUs;

RESOLVED, FINALLY, to request the LGUs to provide the NSCB a copy of the data generated for inclusion in the National Statistical Information Center (NSIC) and to disseminate the data to other concerned data users.
