RSCC I Resolution No. 8, s. 2003

REQUESTING THE CITY OF SAN FERNANDO TO INSTITUTIONALIZE THE PROCESSING AND RELEASE OF DATA FROM THE BUSINESS LICENSING SYSTEM

              WHEREAS, RSCC Resolution No. 15, series of 2001 approved the project proposal on the generation of data from LGU business licensing system in San Fernando City as a response to the demand for data with lower level disaggregation;

                WHEREAS, statistics with lower level disaggregation are needed by the LGUs in the implementation of their development programs and projects and at the same time by government planners and decision makers at the national and regional levels as basis in their allocation of resources and macro level planning activities;

WHEREAS, the City Planning and Development Office (CPDO) of San Fernando was designated as the lead office of the project with the personnel from Business and Permits Licenses Section handling the processing of the forms;

                WHEREAS, the pilot testing of the project in San Fernando City established the capability of the LGU to process and produce data from their administrative forms;   

                NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the City of San Fernando to institutionalize the processing and release of data from the business licensing system and to be the model for such local statistical generation;

              RESOLVED FURTHER, that the City of San Fernando be requested to generate the following from the business licensing system:

1.       Number of establishments by industry type and by urban-rural barangay;

2.       Time series data on paid-up capital/capital investment and gross receipts/sales by industry and by urban-rural                   barangay; and

3.       Number of employees/workers by sex by urban-rural barangay;

               RESOLVED FINALLY, that the data will be processed on a quarterly basis and these will be submitted to the NSCB RD I for inclusion in the National Statistical Information Center (NSIC) and to the Regional Tripartite Wages and Productivity Board (RTWPB).
