RSCC I Resolution No. 5, s. 2003

REQUESTING THE PROVINCE OF LA UNION AND CITY OF SAN FERNANDO TO PILOT THE GENERATION OF POPULATION AND DEVELOPMENT (POPDEV) INDICATORS

WHEREAS, NSCB Resolution No. 14, s. 2002 approved for adoption the core indicators for Population and Development (POPDEV) planning at the local level;

WHEREAS, the POPDEV indicators are socio-economic and demographic data that characterize human dimension and are essential in the planning process, i.e. plan formulation, plan implementation, plan monitoring and evaluation;

WHEREAS, the core POPDEV indicators can be viewed as basic indicators which are commonly adopted in government programs and that are highly relevant to local development goals and sectoral concerns;

WHEREAS, the core POPDEV indicators can serve as guide for POPDEV planning at the local level to come up with effective and efficient plans, polices and programs;

WHEREAS, NSCB Resolution No. 14, s. 2002 enjoined the LGUs to compile these statistics and establish mechanisms to operationalize the core POPDEV indicators, through the Department of Interior and Local Government (DILG),;

WHEREAS, the Commission on Population (POPCOM), which implemented the POPDEV Planning at the Local Level (PPLL) project in the region aimed at assisting the LGUs in the establishment of POPDEV indicators for LGU planning and monitoring activities, has been designated thru NSCB Resolution No. 14 to monitor the adoption and use of the core POPDEV indicators in the formulation of local development plans, policies and programs ;

WHEREAS, the same resolution tasked the NSCB to enjoin all data producing agencies to regularly provide adequate statistics for the basic indicators of development;

WHEREAS, one of the functions of the RSCC, as the highest policy and coordinating body on statistical matters, is to oversee the implementation in the region policy decisions made by the NSCB;

WHEREAS, the RSCC suggested that the generation of the POPDEV indicators be piloted in one province and one city of the region to determine the capability of LGUs to generate the core POPDEV indicators and find out indicators that are not available at the local level;

            WHEREAS, the province of La Union was suggested to be the pilot province for the generation of data for the core POPDEV indicators since it was one of the pilot LGUs where the PPLL project was conducted in the region;

            WHEREAS, the City of San Fernando, being a key urban city of the region and a partner in development of the province of La Union, was also recommended to pilot the generation of these POPDEV indicators;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to request the province of La Union and the City of San Fernando to pilot the generation of POPDEV indicators

RESOLVED FURTHER, to request the Commission on Population to provide the necessary assistance to the province of La Union and City of San Fernando on the conduct of the activity.
