REITERATING THE REQUEST FROM DATA PRODUCING AGENCIES
FROM THE GOVERNMENT AND PRIVATE SECTORS TO FACILITATE
THE PROCESSING AND RELEASE OF DATA FOR THE COMPUTATION
OF THE GROSS REGIONAL WHEREAS, Executive Order No. 121 created the National Statistical Coordination Board (NSCB) as the highest policy making and coordinating body on statistical matters in the country; WHEREAS, one of the functions of the NSCB, through the NSCB Technical Staff, is the estimation of regional accounts which include the Gross Regional Domestic Product (GRDP); WHEREAS, the GRDP, which measures the total products and services produced within a region during an accounting period, is a very good indicator of a region’s economic performance; WHEREAS, GRDP estimates are used as basis by government planners and decision makers in planning, monitoring and evaluation activities with the end goal of introducing plans, programs and policies that will improve the region’s economy, and by the private sector for business-related concerns; WHEREAS, the NSCB utilizes results of government censuses and surveys and data from administrative records of government and private offices in estimating the GRDP; WHEREAS, the NSCB observe the confidentially of sensitive data specially from private establishments by disseminating only summary statistics without identifying the concerned specific establishment; WHEREAS, the estimation of the GRDP has been decentralized from the NSCB Central Office (CO) to the NSCB Regional Divisions (RDs) effective CY 2002;
WHEREAS, the availability at the regional level of
timely and complete data needed for the GRDP estimation
is imperative with the decentralized GRDP estimation; WHEREAS, the provision of quarterly data was also requested in the said RSCC resolution to facilitate the development and maintenance of the GRDP databank and to support CO’s quarterly estimation of the Gross Domestic Product (GDP); WHEREAS, the NSCB RD I encountered the following problems during their data collection activity for GRDP 2002: · Poor response rate and support from the private sector; and · Non-availability of some regional data from National Government Agencies (NGAs) because of centralized data processing and dissemination; WHEREAS, the NSCB RD I conducted a GRDP User-Producer Forum last October 2002 as one strategy to resolve the problems encountered by the RD in their data collection activity, promote appreciation of the GRDP estimation to the various data users and producers in the region and build-up linkage between the NSCB and data producing agencies for both government and private sectors; WHEREAS, the data producing agencies from the government and private sectors present during the GRDP User-Producer Forum expressed their commitment to provide the data needed for the GRDP estimation; WHEREAS, the realization of a realistic GRDP estimate is dependent on the support and cooperation of data producers in their provision of data; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to reiterate the request from data producing agencies from the government and private sectors to facilitate the processing and dissemination of data for the computation of the region’s GRDP as indicated in Annex A hereto attached;
RESOLVED, FURTHER, to endorse to the NSCB CO those
data which are not available in the regional level as
indicated in Annex B hereto attached for endorsement to
the COs of concerned data producing agencies from the
