RSCC I Resolution No. 3, s. 2003

APPROVING THE GENERATION AND DISSEMINATION OF DATA FROM THE ADMINISTRATIVE-BASED SYSTEMS AT THE LOCAL LEVEL

            WHEREAS,  the decentralization thrust of the government and the shift to micro level planning of both the government and the private sectors created the demand for more local level data to support decision making activities at the local level;

            WHEREAS, data generating agencies of the national government could not cope up with the demand due to limited resources;

            WHEREAS, the Local Government Units (LGUs) are mandated to generate data attendant to the services devolved to them and other data that are needed to backstop their policy formulation, monitoring and evaluation activities;

            WHEREAS, the various offices under the LGUs are using different forms in the discharge of their administrative and/or regulatory functions;

WHEREAS, these administrative forms are rich sources of data which could be used by the LGUs in their development planning activities and by  other data users;

WHEREAS, the usefulness of the data that will be generated from the administrative forms will depend a lot  on the quality of the data generated;

WHEREAS, the NSCB prepared a concept paper on the establishment of a system of designated statistics at the local level with the ultimate goal of improving the availability and accessibility of quality data at this level through the use of standard concepts, definitions and methodologies;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the generation and dissemination of data from the administrative-based systems at the local level;

RESOLVED, FURTHER, to endorse the establishment of a system of designated statistics at the local level as proposed by the NSCB subject to evaluation  by the RSCC  and other concerned entities;

RESOLVED, FINALLY, to enjoin all LGUs and National Government Agencies (NGAs) to support the generation and dissemination of data from administrative-based systems at the local level and  the establishment of a system of designated statistics at the local level.
